[FIXED] 1.0.0.62 Buildings still required list includes puppets

The list of cities that still need to build a building to enable a National Wonder (that was added in 1.0.0.62) includes puppet cities, even though the puppets don't actually need to build the building in order to enable the NW.

Save included, just in case it's necessary. In the save, it's a captured city-state that's been puppeted; I'm not sure whether that's an essential feature or not.

Thanks for reporting this problem and including a save file. Bug confirmed. In the first attached screenshot, Memphis can't build the Heroic Epic because two cities (Heliopolis and Elephantine) lack Barracks, but the puppet Ragusa is also in the list. The second screenshot was taken after I purchased Barracks in the two appropriate cities and Memphis can now build the Heroic Epic. The count in the mouseover is correct, but not the list of cities.
