[FIXED] Right Click Tech Tree Does Not Bring Civilopedia to Front

Confirmed.
The same thing happens when you are in the diplo screen F4 and you click on a foreign leader. You do't actually get to talk to them until you close the diplo screen.

Confirmed. Workaround is to use the Additional Information icon in the top right of the screen. Then the Tech Tree and Diplomacy Overview functions work as expected.
