Governor won't assign specialist

As you can see in the screenshot, there are no more tiles to assign but instead of choosing a specialist slot, the AI governor of my puppet city chooses to keep the citizen unemployed.

I've seen this before as well. Yours is especially odd in that you have gold focus selected, and merchant slots available.
 
Thanks for taking the time to report this problem and attach a screenshot and save file. Bug confirmed. Even if it's argued that the unemployed citizen produces +1 :c5production:, a Longhouse engineer would produce +2 such, plus GP points. Also, this bug isn't the same as those reported in #184 of the Confirmed Bug List.

In this save/screenshot the governor sets two citizens to be unemployed for +2 production each. If they were employed as engineers (which they can be) they give +3 production and +3 great person points each. This is superior in every respect. The governor could also assign the unemployed citizens to scientist and merchant slots too.

This city was surrendered to me by the Japanese, took a lot of turns to come out of revolt, then built its courthouse. I have the Freedom policy, civil society policy, and the statue of liberty, which may or may not be relevant to the cause.

Annoying bug, especially if you have statue of liberty! Here's another screenshot: workshop or windmill specialist would produce 1 hammer more, same science points, plus great person points.

Only with great person focus all unemployed specialists will be put into specialist slots..
