Look around you, ladies and Gentlemen, for this is your new home. I hope you like it, because we are stuck here! When we first learned of the impending disaster, the whole world trembled and there is no shame in admitting that mighty France trembled too. But when Emperor Napoleon announced we would leave our home, and we would search out a new one, you all bravely volunteered, and you should take pride in that. No one knew what we would find. No one knew the trip would be so long. No one knew that our craft would be so heavily damaged in the journey, making it impossible to ever turn back. No one knew that all our greatest scientists, engineers, merchants and artists would be lost along the way, and the wealth of their great knowledge lost with them. And no one knew and our great leader, Emperor Napoleon himself, would fall so desperately ill. We hope and pray daily that Napoleon might miraculously recover, but until then the task of rebuilding France in this new land falls to us.

I am General Yahzuk. I was chief consul to great Napoleon, and as he fell ill, he drew up a new government and appointed me commander of our military forces. Until Napoleon regains the strength to rule the empire, I am the nominal head of state. And yet in his infinite…. Wisdom…. Emperor Napoleon did not see fit to entrust in me complete control of France, insisting instead on a system of… checks and balances. Well, so be it. I shall explain to you the workings of our new government.

I, General Yahzuk, am commander of all France’s military forces, including our great generals. It is my job to protect our great empire, but I need our cities’ leaders to provide me with adequate resources to do so. I also command any workers captured from other nations. On matters of state, I schedule the voting agenda, deciding what will be voted on when. I get to vote on all matters and my votes are equal to the total strength of our military units and the total strength of our cities.

Each new city of our glorious empire will be appointed a Mayor. The Mayor will decide what the city will produce and may assign its citizens to specific tasks. The Mayor will also control any workers, great scientists, artists, engineers and merchants born within his city. Each Mayor also gets to vote on matters of state, and his voting shall be equal to service’s his city provides for the good of France. The Mayor’s vote is equal to his city’s Science output, Cultural Output, Gold Output, and Happiness Output (from buildings). Strategic and luxury resources are also added to the Mayor’s vote. If a city is the empire’s sole source of a luxury resource it is worth 5, otherwise worth 2. Unlike myself, Mayors are not appointed for life. The appointment must be confirmed every 50 turns. Because the Mayor of the capital wields so much power, his appointment must be confirmed every 25 turns. Of course, Mayors do not get to vote on their own confirmations, so they’re going to need the support of their fellow Mayors or myself if they wish to remain in power.

So what the matters of state requiring votes?
• As I already mentioned, Mayoral appointments must be confirmed every 50 turns (25 for the capital)
• We will vote on what to research. We can vote to switch projects before one is complete.
• We will vote on what social policies to adopt. We will also adopt a social policy as soon as we can.
• We will vote on all agreements with foreign powers, from open borders, pacts of secrecy and cooperation, research agreements, mutual defense pacts, and of course declarations of war or acceptance of peace. If foreign powers approach me with an offer before we have voted on it, I will reject their offer until I schedule a vote on the matter. While the substance of our negotiations will be voted upon, they tone I take with foreign powers is up to me.
• When I prepare to capture an enemy city, we will vote on its disposition. Whether we should annex it and appoint a Mayor, or leave it as a puppet, raze it, liberate it or sell it to another nation.
• Finally we will vote on capital spending. No gold will be spent on new units, unit upgrades, buying land, buying buildings, or research agreements without a vote.

Ladies and Gentlemen, it is time to rebuild our glorious empire. Let the new France be greater than any nation that has ever come before her! And may God help us all!

Spoiler Some practical stuff: :

• Originally I intended to finish the Ramesses game before starting this one, but since Ramesses is still going to be around for a while, and since this game is likely to move a little slower while I wait for responses, I’ve decided to take on doing both at once.
• To keep the game moving, each session I will progress the game as much as possible until I need something from the Mayors – a vote or a build order, etc.
• When I need something, I’ll post it on the forum and the Mayors will have at least 24 hours to respond. I’ll post on the forum when the response time is over.
• If Mayors do not respond in time for a vote, they miss the chance to vote
• If Mayors do not respond in time for a build order, I will listen to the advisors on what to build
• I will do my best to provide useful screenshots to allow everyone to make informed decisions. However there are bound to be times when you’d like to see something I didn’t post. When this happens you’re just going to have to wing it and do your best with what you got.
• I will maintain a Waiting List for folks who want to join the game. When appointments open up the top person on the list will be offered the position. They’ll have 24 hours to accept before I offer it to the next person. When someone loses a confirmation or worse, losses a city, they may go back on the bottom of the list.
• I’m trying this for the first time, so hopefully there’s enough interest from the community to keep it going! I’ve tried to cover everything, but whatever go missed we’ll have to figure out as we go along.

Paris has been founded, and needs a Mayor. Why Emperor Napoleon didn't just entrust all his power to me is simply beyond me. Oh well, all you riffraff look just as unqualified as the next. The first volunteer will be appointed Mayor of Paris.

Excellent. You will get the next available appointment.

Mayor Sparthage will face confirmation of his appointment on turn 25, so do some campaigning. Make a case to the other voters (which at this point is only General Yahzuk!) that you would be a better Mayor of Paris. Or make a case to Mayor Sparthage that he should produce a settler to gain you as a political ally (or to get you out of the way!)
 
Settlers will be controlled by the person who is going to be appointed as Mayor of the new city. Of course, you'll have to convince General Yahzuk to give you a military escort if you don't think your settler can get there safely on his own.
