Fresh Water Food Bonus Not Working?

Hello, as the subject says, I do not appear to be receiving the extra unit of food for a freshwater farm, or on a fresh water tile. I DO have civil service.

While the tile itself shows 4 food, the overall city yield only shows a difference of 3 food. Is this a display issue, or am I not getting the full food benefit of Fresh Water for my farms and lakes?

I have searched the forums and Google, and I could not find anything about this issue. If I missed it, I apologize.

I've included a couple of screen shots and my save file. Please note the "locked" citizen tile in the first screen shot vs. the second.

Do you have the Civil Society social policy (under Freedom)?
In one screenshot you have an unemployed citizen, who counts as a specialist and will only consume half food if you have civil society.
 
Looks buggy to me. Consumption isn't the issue, production is. Add a four yield tile and the food growth only went +3.
 
This makes my head hurt :( Without making any changes to citizen deployment in the save game, Lampang should generate 21 food strictly from terrain (3 + 4 + 3 +3 +1 +3 = 21). A Granary provides 2 more for for what should be a gross food production of 23 food, but only 22 is shown, with a net of 2 instead of 3. However, Siam is allies with the Maritime CS of Genoa and so Lampang should be getting an additional 2 food because of that. It appears that the bug with Siam's UA was never fixed.

It's clear that something is wrong. I'll defer confirming this for a day or so in case someone can figure out exactly what is happening here.
 
Check the screenshots though. First one has him farming the freshwater tile. Second one does not. The difference is only 3 instead of 4. Other factors are kinda irrelevant in this case as you can see from the farm vs no farm example.

That wouldn't effect what the :c5food: from terrain indicates on the tool-tip. The tool-tip clearly shows a difference of only 3 :c5food: from terrain when removing the citizen from the 4 food tile.

So it seems this is a separate bug from the Siam CS bug.
 
Update: Ok, it fixed itself, but for no apparent reason. I thought at first it was because fertilizer overrode the fresh water bonus. However, I have a save with no fertilizer, the bug still in effect, and then the very next turn it disappears for no reason. I think I'd rather have seen a persistent bug since something mysterious like this will be harder to figure out.

That Siam bug fix is supposed to be in today's hotfix, which we likely won't see until 9 am PDT. It's currently only 7:22 am PDT, so at least another 1 hr 38 min before we see that fix.

I'm not sure about the Siam capital bonus. It looks like too much food.

Hmm...
Normal civs should be giving +4 food in capitol and +1 in other cities, while allied, not +3/+1.

So on that screen, Siam is ok, but China is not.


EDIT:
Looking at XML files, they actually increased yields of maritime cities states by 100 in hotfix (so +2 becomes +200), and then divided it by 100 for UI presentation (so +200 is shown as +2). And probably somewhere else in code it's changed that +100 actually means +1 food.
