Playing Bismarck, I have a 1 pop city Munich. This citizen is happily working on growing the city into a 2 pop city as it should.
Nearby I'm capturing Belgrade. The moment I take the city with my landknecht, my sole citizen in Munich becomes unemployed and stuck that way. Whether I "reset tiles" or try to manually assign him to a tile, he won't do it. This turns the city into stagnation and I see no way to get around that (other than building a granary). There are plenty of workable tiles around Munich.
Now when I take Belgrade, my empire goes unhappy (-1) but I don't see how that is linked to anything. The citizen isn't striking like it would in Civ4. Even if something like that was implemented in Civ5, it should take a citizen from a bigger city and not just the sole citizen of a tiny city, therewith stalling it.
