[1.135] 1 pop city with a stuck unemployed citizen (repeatable)

Playing Bismarck, I have a 1 pop city Munich. This citizen is happily working on growing the city into a 2 pop city as it should.

Nearby I'm capturing Belgrade. The moment I take the city with my landknecht, my sole citizen in Munich becomes unemployed and stuck that way. Whether I "reset tiles" or try to manually assign him to a tile, he won't do it. This turns the city into stagnation and I see no way to get around that (other than building a granary). There are plenty of workable tiles around Munich.

Now when I take Belgrade, my empire goes unhappy (-1) but I don't see how that is linked to anything. The citizen isn't striking like it would in Civ4. Even if something like that was implemented in Civ5, it should take a citizen from a bigger city and not just the sole citizen of a tiny city, therewith stalling it.

Link to zip file with pre- and post save games. All you have to do is take Belgrade with the landsknecht and for me miraculously the sole citizen of Munich got unemployed. This seems to happen every time.

After a little while, Munich suddenly popped another civizen. Looking closer, it appeared that the iron tile north (which I had purchased) was workable, but all the other tiles around Munich were not (see screenshot).

Somehow I got the idea that leaving Belgrade as a puppet was somehow related to this. And indeed, once I had fully annexed Belgrade, I could use all tiles around Munich for Munich's citizens after I did a citizens reset.

Conclusion: when I conquered Belgrade a few turns after I created Munich, it marked all of Munich's tiles as being owned by the city of Belgrade, including those immediately surrounding Munich itself. Therefore, since I left Belgrade a puppet, citizens of Munich were not able to work the tiles immediately surrounding Munich.

The false marking of Munich's tiles as being Belgrade's tiles - rendering them unusable while Belgrade is a puppet - is clearly a bug.

Bug confirmed. Note that after puppeting Belgrade, you can immediately buy the Horse tile south of Munich and work it. This bug reminds me of the one in this thread because in both cases conquering a city fouled up the ownership of tiles.

Yes, it's basically the conquering of a city messing up the tile ownership. Any tile acquired (bought or expanded) after the puppeting of Belgrade was correctly registered to Munich.
