Espionage in 1.9

To me it seems like a lot of promotion has been removed from the spies in 1.9 compared to 1.8. Any chance someone want to comment the reasoning behind this?
 
I found the espionage design and the problem seem to be that dexterity should be available to everyone instead of only Corrino.
