Roads under conquered cities count towards improvement maintenance

I've continued under the new patch playing a game started under the previous patch. I've noticed my tile improvement maintenance is higher than it should be. I was paying two gold even when I didn't have any roads built yet. The only explanation I can think of is that I've just conquered and puppeted some Japanese cities, and that the road under the city plot counts for tile improvement maintenance.

Can anyone else confirm that roads under conquered cities now count towards tile improvement maintenance? Is this a bug?
 
I'm afraid that in the meantime I have played further, and I don't have a save of prior to puppeting the Japanese cities. So I assume the save will be useless for debugging. Here it is anyway.

As you can count, I have 19 roads, 22 improvement maintenance and, behold, 3 puppeted cities.

I'll keep an eye out when I can puppet another city.
 
I've noticed this in my games too. Actually, if you start a new Mongol Scenario game, you begin with 1 tile maintenance even though you don't have any roads.
 
I was about to create a new thread about this.
In the middle of the game, I found tile improvement maintenance cost is 10, while I have 9 roads.
I removed all roads but still have 1 maintenance cost.
 
A before and after example: In Darius1 I'm about to conquer Florence in the NW corner of my continent. In Darius2 the conquest is done and road maintenance has increased by one.

In the attached savefile, I razed the puppet city but the maintemance cost did not return back. The city ruin still contains an "invisible" road which cannot be removed. :eek: I have to pay for it even though it is out of my border, and forever....
