Settler production vs worked tiles(bug?)

Can someone explain this situation?

From this picture, you can see -2 food per turn.

From this one, a settler is chosen. The -2 food disappears, giving me more hammers to build it. Looks like a city(maybe only capital) can support more hammers and less food when a settler is in construction, accelerating production.

This was a multiplayer game. I found this thing(bug) months ago but i finally think about getting pictures. It's a nice way to use more hammers for a settler.
 
Yes I noticed that as well and I have a hard time not exploiting it ;) Looks like citizens don't mind starving when building settlers... Feels like a bug to me.
 
people rarely eat while making babies.

this is especially important when you have the +50% settler production policy, as that only works on hammers (not excess food turned into production). just make sure you remember to unlock tiles afterward, starving sucks.
 
Ok, it seems to be a bug then. But a nice and practical one. :)

From some other starts you need to work more cow or plain tiles than anyone else so this is not always preferable. But this case is a good example how to maximise settler production from that bug. I didn't take the 50% discount settlers policy here.
 
Yeah, you can just switch to all production when making settlers and it cuts off a few turns without losing any food due to starvation. I was going to make a thread about this but I don't like the civ community and decided to not share the information.

I wasn't sure about this. I was about to ask because i always set to default since i micromanage all citizens. I tought the bug would prevent to use the production focus efficiently and not put optimally citizens like it should(from the bug).

Pretty much simple that way.
