If you want to load a custom map/scenario that you've created via worldbuilder, and you want buildings or cities or units that you've placed on the map (ie, for jumping into a game that is taking place in the industrial era at turn 0), you need to load it via the mods>setup new game menu (which has been annoying since day 1 but I digress).
The problem now is, you MUST be "Player 1" on the worldbuilder map. Whatever civ is assigned to the Player 1 position, is the one you will be ingame; if the Player 1 spot (in worldbuilder) is Random, your civ is randomly chosen, even if you selected Russia... and if the Player 1 spot (in worldbuilder) is set as India and you choose to play as America, you will load up the game playing as India.
