SHUT UP!!! RFC Edition

Due to the success of the original SHUT UP!!! I figured we should do an RFC version. The rules are the same as last time: up to ten players take turns doing turnsets of ten turns each, then passes it on to the next player and cannot talk about any gameplay-related things. You also can't cancel what another player started building.
We will be playing RFC 3.19, on Monarch.
This time, you only have 24 hours to vote for the civ and sign up before we start playing. I have a feeling people will sign up much faster.

3.19 is a BTS patch, not a RFC version.....

Maybe someone can post a saved game in the intended version and then others who are uncertain if they can play can try and load the game... if they can load it, they should also save the game again and repost it, just to make sure that when they save a game, it won't "upgrade" the saved game to a status where others cannot play it anymore.

So, yeah, someone please provide a testing game. I, for one, have no idea which version of RFC works or doesn't work on my comp.
