Greek units heal as in friendly territory when at war with a city state

The Greek special ability gives them right to enter city state territory, and it's treated as friendly territory for healing purposes. But it works even when I'm at war with a city state! So my unit with March can fight in a city state's territory against its units and gets 2 HP healed per turn.

(I haven't checked all threads, so I don't know if this was already reported.)
 
What I've noticed is that the game doesn't distinguish at all between friendly territory and enemy territory when it comes to healing, different from previous editions of Civ.
Err, no scrap that, I'm mixing things up completely here. Ignore this post.

Yes, but it heals 2 HP per turn in a city state's territory when at war with that city state, where it should heal 1 HP. The March promotion is not important here, I used it only as an example of things that can happen. The important thing is healing in a city state's territory as in friendly terrain when playing as Greece. It shouldn't work like this when you're at war with them.
