It seems Korea is very good for early REX.
When you build settlers in you CAP you can set all citizen to 'unemployed' getting OK production and great science. (8 science for a pop 4 cap)
Starvation is not an issue when building settlers.
When you have some new cities, in turns of unhappiness you can unemploy every citizen, and build settlers in some cities for even more science.
I was able to get fast SCI lead in deity with this tactic. (Liberty settler, then 4 more settler)
This way you can also build your lib+nat coll when it is really count.
Building a settler for a huge city is also a way to produce more SCI. For a 30 pop city if you unemploy everyone who is not a specialist you can get about 40+sci. (80 is rationalism gives +2 for unemployed, have not tried that yet)
And no starvation due building the settler. This gives more SCI than building science (and a settler if you might need it
