Found and corrected a likely cause of having the AI send Great Generals out unescorted to "defend" tiles.
It fixed the bug described in the thread:

However, it seems the bug isn't fixed completely. In my latest game you can see how an AI Great General puts himself in danger near my crossbowman. I think it's because the AI can't properly evaluate the danger of ranged units: they can also kill or capture undefended civil units instead of making a ranged attack.
I've also attached the savegame.
