[1.0.1.383] City center yields not being counted in total city yields calculation

In the image you can see the city center yields are: 1 hammer, 8 food (I'm allied with several maritime CS). Despite that, the total city yields are calculated as 0 hammer, -0.9 food, so that the city is starving and not producing anything.

I've also attached the savegame.

EDIT: Removed the savegame because I've reached my quota limit
