Welcome to Tropico!​

Tropico is a tiny island paradise in a random portion of the world's oceans. Similar to our world's Cuba, Tropico is much, much smaller, but it's home! For those not familiar with the franchise, Tropico (1, 3, and 4) is a PC and now Xbox 360 game featuring the player as El President, supreme ruler of the island. The President much maintain the support of various factions and at the same time develop the island in the direction of his choosing. For the longest time I thought it wouldn't be possible to convert to an NES, but in a flash of inspiration I proved myself wrong.

This NES is dedicated to the finest (in my opinion) elements of NESing. Namely, stories and politics. You are an individual on the island of Tropico in January 1950. The old El Presidente has died and no one is sure who will fill his shoes. Two or more of you will run for the post, and only one of you will be elected. Whoever becomes El Presidente gets the task of improving the island nation as best as he can. To demonstrate this and add the visual prettiest that is Tropico 4, the game will be used not only as the map of the island, but will include construction of new buildings, etc. It will also generate the random events for us, and raise to bear the various major issues.

"EQ," you may ask, "Without massive stats, EP, and a whole nation at my command, I am lost! What can I do without stats? My life has no meaning!" In this NES there will be only 4 EP. That's right FOUR. And the el presidente has all of them. What players should be doing is making speeches, rabble rousing, and by doing so, raising their influence (or losing influence) with the factions that make Tropico great. Miss an update? Okay! If you miss a update, your character will simply carry on without you. Consider this a bit like the Democracy Game, but for Tropico. I'll be playing through the game, using cheats to make sure that orders are carried out, but otherwise letting it run based on the choices made here.

Character Creation​

This is the only time many of you will ever have to mess around with stats for the whole of the NES. Simply create your character and start your plotting, speechifying, or story writing. Now, the first two bits are really self-explanatory, and I hope you can figure it out on your own. Education only affects what jobs you can have, and you can get advanced degrees once there's a high school and college on the island. Your choices in occupation, education, and nationality will also give you boosts and reductions in addition to your free spending points. Beyond that you may "spend" 4 points towards any of the various factions, in any manner you choose. This is how much starting influence you have with the said faction. This will affect how much of the faction you can steer towards voting for you or for your person of choice for Presidente.

List of Available Occupations​


This is a list of the occupations available, and will be changed as new buildings are added to the island. You can switch jobs at any point in the NES, as long as the job is on this list. Want a different job, lobby El Presidente! Notice that some jobs require advanced degrees.

No Degree: Dockworker, Construction Worker, Teamster, Farmer, Waiter, Lumberjack
High School Degree: Soldier, Teacher, Police Officer, Priest

Standard Player "Orders"​

Simply put, if the introduction wasn't explanatory enough, there are no orders. There's no real objective either besides whatever you want to do/be. I'm sure most of you are looking to become El Presidente, and sure, we could have 30 candidates for the job, but most of you will probably regret it. The ONLY times in the NES when some sort of orders will be requested is during an election, which will take place every four turns. At this point you will have to either choose to run for El Presidente or cast a vote for someone else who has chosen to run for El Presidente. Beyond that, what happens is entirely up to you. For the first time, stories mean something, in that your writing, whether it's a speech, or an independently written pamphlet or article, it'll affect your influence with one of the factions. This is important for elections, because the greater your influence with the faction, the more of them will vote for the candidate that you support, or if you're in the running, vote for you. Or even better, if you have a lot of influence with people, feel free to attempt a military coup or uprising against El Presidente. No one said this has to be completely democratic. Just remember, you are your player character, and it's harder to build influence if you're in a prison or hiding in the jungle as a rebel. One or the other will happen if you fail in your uprising against the President.

I'll be creating a post below which will be kept updated with what each faction is currently demanding.

Oh yes, players CANNOT die. BUT, if the El Presidente so chooses, you can be denounced as a heretic or thrown into a prison or dungeon (if one has been built).

Though your great awesomeness is a wonder to behold by all, truly, Tropico is very limited in what it can do each turn. That is why Zoidburgo is to here to help! As presidente you possess FOUR mighty spending points for every turn. These points are used to build the buildings below. You may only build four each turn. As mighty as you are El Presidente, you may want to listen to the whining masses every once in a while, as the various people might have good ideas. Or not. Of course, if you'd rather line your own pockets, you don't have to build anything at all! Simply "bank" the spending points, and the funds go to a nice hideaway in Switzerland. Share some with Zoidburgo, maybe?

If you don't want to spend money but still look like you're helping the whiners, feel free to pass whatever laws or edicts you choose. Want to make your own timezone? Go for it oh Mighty One! You are El Presidente!

Oh yes, the most important part about being El Presidente, STAYING El Presidente. Though the first president may be elected in, there will always be threats against you oh mighty leader. You still will possess all the stats of weaker men, and must keep up your influence with factions. Or, simply build political allies who will help the lesser people vote the right way. If it appears you may not be able to win the next elections, CANCEL them! Be warned, this could lead to another ambitious fellow attempting to take power by force. If you've build a prison or dungeon, you can arrest people you view as political threats. If you're in good with religious types, you can even denounce them as a heretic, dramatically decreasing their influence.

You can on occasional gain more than one spending point. If you develop the island well, this will improve with time. To build the economy, create exports through factories. See below details.

Oh Glorious Presidente's Building List

Here are the buildings you can build oh mighty one. As the years go by, ZOIDBURGO will acquire new blueprints and designs for even more magnificent buildings for you to construct. Remember, each building costs merely a single building point. Also, building some of these will unlock buildings too.

House: A place for a family or two to live. In this case, two houses can be built for a single point.

Tenement: A place for a lot of people to live at once. Not very nice though

Farm: Grows food. For some reason this "food" is what keeps the mortals alive on a day to day basis. Alternatively, we can sell food to foreigners as an export

Fisherman's Wharf: Another place to gather food for the whining peasantry.

Teamster Office: Tropicans are lazy, that's why they typically pay other people to haul stuff to the docks for export.

Church: For some reason people seem to think there's a higher power than you. They require a place to pay homage to the higher power

Pub: A place for tropicans to relax and get drunk. Always good.

Restaurant: A place for Tropicans to relax and eat.

Cabaret: A place for Tropicans to "enjoy company"

Logging Camp: Foreigners like trees only after they've been cut down. A nice little industry that'll give people jobs.

Grade School: Sometimes we need things to keep ouyr children out of trouble.

High School: More advanced jobs require more advanced education. Build one of these to unlock further jobs.

Garage: Allows Tropicans to own their own cars and drive them around to get to work and home.

Garbage Dump: Good for the environment, good for us.

Police Station: The policia to help keep crime low.

Fire Station: While most flames fear you too much to rise El Presidente, the occasional rogue fire will make it through the lines. We need firemen to put the flames out.

Factory: Requires a High School. These produce advanced goods to make us more profitable.

Demolish Building: Unfortunately El Presidente, Tropico doesn't always have enough people to fill all its jobs. In case you want to switch priorities, you may need to demolish some other building. This will cost a building point.


Not all buildings are so simple to build El Presidente, while the above are cheap and easy, the following are much more difficult:

College: A place where we gather the most enlightened and educated of Tropico's citizenry. And their professors. Costs 2 Building Points.

Foreign Embassy Row: A place where foreign diplomats can off you tribute El Presidente. Costs 2 Building Points

Government Ministry: A place for the bureaucracy of government, allows many more buildings. Costs 4 Building Points

Prison: A place for rejects and criminals. Costs 2 Building Points

Cathedral: A glorious monument for religion on our island. Costs 4 Building Points.



Factions​

In a post below will be the exact issues that the various factions are complaining about at the moment. Here is a group of brief summaries about what the factions believe.

Nationalists: Tropico First! Hate the immigrants, and they like to see Tropico express its independence and to be the best it can be. This is typically a moderate sized faction.

Capitalists: It's all about big business. Capitalists want industry and development. They don't care about equality or even housing, as long as there's enough for them. This is usually a small faction, but they usually have close ties to the USA, and plenty of cash.

Communists: Communists aren't so much as interested in profits as they are in providing for the people of Tropico. While they do occasionally share similar ideals with the Nationalists, they are pro-immigrant and want everyone to have jobs, homes, and to be as equal as possible. This is typically one of the largest factions, and have ties with Russia.

Intellectuals: Intellectuals want Tropico to be a progressive society, one which is tolerant, and forward-thinking. They want fine arts, schools, etc. This is typically a small faction, but given a chance can provide Tropico with better blueprints and technology.

Environmentalists: Environmentalists want the population of Tropico to remain small, and the island itself to stay green. They're fine with tourism, but hate heavy industry and logging. This is a small faction, but usually overlaps with the Intellectuals in terms of membership. They also have been known to turn very, inconvenient, if insulted.

Religious: The Religious factions seeks morality and tradition and are typically always opposed to the Intellectuals. They are a large faction typically, and seek to make sure that God is the foremost thought on all Tropicans minds.

Militarists: The militarists care only about law and order. Police and Soldiers are key to them. They require military and police buildings to be happy. They are a very small faction, but they typically control the army, and thus have a lot of firepower and influence.

Elections, Updates, and Conclusion​

Updates will be very, very simple. At most they'll be 2-3 paragraphs long. I'll simply outline the major events of the year and change people's influence stats based on what they did throughout the period between updates. Remember, this is solely based on your stories and writings in the thread. Every four years new elections will be held. The President DOES have the right to cancel elections, and you DO have the right to lead an uprising if he does. Maps typically won't be posted with most updates, as the NES, while it is somewhat linked to a Tropico 4 game, it isn't totally. The focus on this NES is politics, and politics alone. Therefore, the updates will be done when the El Presidente sends in orders and I get around to updating. It'll be up to the rest of you to do whatever you can before the update is up.

Within the updates themselves, there's little that I'll actually do besides relaying whatever randomness happened that year (if anything). The only times when I'll actually do something is when there's elections, or uprising. In the case of an election, as I have repeatedly say, I'll tally player votes, their influence over the factions, and the result will be calculated accordingly. Uprisings will be similarly done, but with the added affect of a lot of people being dead afterwards.

If you wish to run for President, simply state your intention to run at some point before the elections. You'll be put on the ballot on the front page, and players will thus have the choice of voting for you.

Overall, this is a very simplistic NES. I only want something nice and easy, purely political, out of the norm of my NESes. It's very hands off, and I hope you'll have fun with that. Drive Tropico into the ground or lead it to great wealth, it's entirely up to you.

Current Laws and Edicts

Law 01/50: establishes limited quotas for immigration. People that can actually give us knowledge in the form of technology or other things that will benefit us are to be given priority.

Law 02/50: establishes conscription. All members of society will train at the military base at least once a week, so that they may become familiarised with the use of weapons. the number of training hours per week shall be at least five

Law 03/50: establishes sanctions for people who litter the streets. Any that is caught throwing rubbish will have to work for ten hours for free for the government.

Law 02/51: establishing a lumbering politic. Every tree that is cut down will be uprooted, and seeds of the cut-down tree will be planted in that same place, to insure the forests are never completely cut down.

Law 03/51: regarding the use of organic rubbish. All organic rubbish is to be separated from other kinds of rubbish. This rubbish is to be sent to the farms or the lumbering camps, to be turned into compost through the use of worms and other animals and then compost will be used to fertilize farms and help new trees grow up faster and stronger.

Law 04/51: establishing a first means of free press. A cork plank will be placed near the Town Hall, and important news about national and international events will be posted there. A smaller one will be posted next to it, so that people may place their personal news (there will be someone working with the planks, making sure that they aren't full, that the information in them is actually useful or interesting, and that no one attempts to vandalize them).

Law 01/53: establishing an official workday. The maximum workday will be ten hours per day. Any further hours will be paid as extra hours.

Law 02/53: establishing the right to free days. Every person shall have at least one free day per week.

Law 03/53: establishing minimum pay. Every working person has the right to being paid enough money to ensure himself and his family an existence worthy of human dignity.

Law 04/53: establishing punishments for lawbreakers. All lawbreakers will pay their debt with society by working for free for the government until a prison is built.

Law 06/53: establishing a National Day. A study of our nation's history shows that our island proclaimed independence from Spain the day 25th September 1868, when the Queen Isabel II was dethroned during the Glorious Revolution (OOC: yes, Spain had its own Glorious Revolution, which although it was successful in overthrowing the Queen, ultimately failed in its actual objective of establishing a more democratic nation). From now on, the day 25th September will be Tropico's National Day.

Law 07/53: establishing Election Day. Election Day will happen every four years on the first Saturday of December, starting from 1954, so that a democratic regime may be permanently established. Election Day may be only postponed or cancelled in case of National Emergency, such as a natural catastrophe.

Law 08/53: establishing Government Day. To permit a smooth transition between presidents, the second Saturday of January of the year after elections will have the elected President make his oath of office, independently of whether the President is incumbent or newly elected.

Law 09/53: establishing the rights of women. Every woman has the same rights and duties as every man. No discrimination will be allowed to happen.

Law 10/53: establishing the rights of immigrants. Immigrants may become citizens after passing a test that demonstrates their knowledge of our nation. Should they pass it, they will be given full rights.

Law 11/53: establishing freedom of religion. Every person will be allowed to follow the tenets of the religion of their choice, as long as said tenets do not attent against other persons' rights. Every religion is equal under the eyes of the Government. No discrimination may be placed against someone for their religion.

Law 12/53: establishing the separation of Church and State. From now on, the Church of Trópico will be independent from the Republic of Trópico. There shall be no relation between Government and Church beyond political relations with the Head of the Catholic Church and of the Vatican State. The Church will not be funded by the State, as per Law 11/53, which establishes the equality of all religions.

Law 13/53: concerning paper recycling. Paper is to be used to make recycled paper, thus considerably reducing the number of trees that need to be cut to make paper.

Law 14/53: from now on, a half of the current Tropican forest shall become the Tropican National Park, protected from destruction, so that it remains in its current, unpolluted state.

Manuel Hidalgo Señor is a Tropicano (someone born in Tropico Island) who comes from a medium-class family that was able to give him a good education. However, given the lack of great job opportunities in the island, and also the old Presidente's systematization of bad rule, he had joined the army, given that it was the only secure thing in there. Now that the Presidente is dead, he might be able to do things that he wasn't able to do before. And, maybe, he could even be the new Presidente, to bring both order and equality to the people of Tropico...

You can take a lesser one, when a job requiring a college degree opens up, you'll be able to take it. As for now, any job will do.

My Fellow Tropicans, it is I, Javier Rentierra, and I will be running for president of glorious Tropico. Now, many of you heard Manuel Hidalgo Señor's speech, and may have been excited at his promise of a house and a job, and you may decide to vote for him. The only thing I can say is, if you vote for him, the most you should expect is a shack and a job in one of the limited avenues of employment you already have. The truth is, with Hidalgo, Tropico will stay backwards. But I can see a glorious future for Tropico. If I am president, Tropico will become a place where you may receive an education and become a doctor or a priest or a general, or whatever else you desire to be. With an educated work force, more jobs will be created, ensuring everyone on Tropico is making money so they can afford to move out of the shacks. With the money the Tropicans have, they will be able to allow a growing entertainment industry to flourish! And to my fellow brothers, soldiers, I have not forgotten about you. With me as el Presidente, I will ensure that you are taken care of, and more will flock to your ranks with the added benefits soldiers will recieve.

Yes, my fellow Tropicans, the path is clear. If you are taken in by the false promises of Manuel Hidalgo Señor, Tropico will simply be a place where everyone has a shack, but with me as Presidente, jobs, real housing, entertainment, and most important of all, prosperity. My fellow Tropicans, there is a grand trial that stands before us today - one which will try the very character of our glorious nation! It is because of this urgency that I am announcing my candidacy for the office of El Presidente of the unparalleled República del Trópico!

The issue, my dear Tropico, is this: we are besieged on all sides by the forces of paralyzing iniquity! The dirty foreign hordes have beset us with their horrendous ideals, and are, by all accounts, determined to reduce Tropico to nothing but dust! If it could not be helped, I would not bother coming before you today, but as it stands there is a grave danger that the foreign usurper will crush our nation and sweep it aside! But we won't let them, will we, Tropico? No! We will stand up, in stark defiance, and shout: we shall not go quietly!

Listen! Can you hear our enemies, pounding on the fortress walls? They are among us! They are the communists, who would see to it that we tear down everything we have constructed, make weak the strong and appall, indeed, the very faculties of wonder and amazement!

They are the foreign hordes! Ohoho, yes, you may say that they have something to offer Tropico, and that is true, but do not mistake this for any type of weakness! The interests of Tropico must come before the interests of any foreigner, be they enemy or "friend."

They are the anarchistic liberals! These boy scouts are nothing but ruffians and agitators, common criminals with no respect for true glory, and by night or day they terrorize the very character of our nation. Is there no justice? No! For these same heathens would have our military, the backbone of our nation, stripped and cast asunder like something to be used and destroyed. Will you let them do it, Tropico? Will you let these enemies, these traitors, these heretics, will you let them destroy the grandest nation on Earth?
