Fight and Be Right!

What is RIOT? Simple. It's the "Red Alert" of the "IOT" series that can be both extremely campy or extremely serious.

Welcome to Year 1. You have stepped into a world where modern technological democracies exist next to medieval kingdoms. A world that is built by the rulers of said nations. Because of this, there's a ton of room for GOOD roleplaying (and bonuses!)​


The Rules

Note: all rules are subject to change, so please keep an eye out for them. Thanks. Yes, these rules are pretty much borrowed by IOTVI. No point in reinventing the wheel.

House Rules

1. Do not flame, troll, or personally insult any other player OOC or IC. At all. You may comment on certain things negatively, but don't take it further than that.
2. Stay on topic. Make sure all comments are relevant to the fictional world of the current IOT and have nothing to do with your personal religious/political beliefs.
3. Your posts should actually consist of something relevant to your nation and not just one-liner comments. Do not spam.
4. Long diplomatic discussions belong to the realms of Social Groups or visitor and private messaging, not the Game Thread.
5. REDACTED
6. The GM is supreme. He reserves the right to change game rules, ignore or modify orders, impose restrictions on players, disband player nations, and so on.
7. Above all else, RESPECT THY FELLOW FORUMERS.

I'll usually warn players first if they break the rules. If they break the rules repeatedly, then I'll apply this:

1st Strike: Minimum Destruction
2nd Strike: Moderate Destruction
3rd Strike: Extreme Destruction

And so on.

I reserve the right to ignore this policy for players who really piss me off, and kick them out of the game instantly.

Inactive players (AWOL for more than 3 turns) risk facing the Wrath of the GM (WoG) ie having their nation disbanded. These players can rejoin the game, but their old territories won't be restored to them; they'll start off with 10 claims like every new player.

Joining the Game

To join the game, first choose a nation name and colour to represent your realms. Perhaps tell us a bit about your nation; your government, policies, history, and so on. Claim any thirty provinces on the map, with the condition that they either have to be contiguous or on the coast.

Another thing I need is Division, Squadron, and Air Wing size. This doesn't affect anything but fluff casualties after battles.

Divisions: # of soldiers (or whatever you're using)
Squadrons: # of ships (or whatever you're using)
Air Wings: # of aircraft (or whatever you're using)

You can also sacrifice the ability to build one or two of these for combat bonuses in the remaining two.




Updates

This IOT is a turn-based game. Each turn ends and a new turn begins with an Update. Updates will be rather irregular, but I will never update within 48 hours of a previous update. So, it is best to get your claims and orders in the first 48 hours of the turn.

As standard, all claims/orders should be RED and BOLDED and preferably in a single post.


Roleplaying

Roleplaying is the essence of IOT. It’s how your nation develops. It’s how alliances are formed and broken. Roleplaying is very encouraged. Feel free to inhabit your nation with whoever or whatever you want.

Zerg? Protoss? Humans with 2011 tech? Humans with 1011 tech? Magic? Whatever.


Expansion

Spoiler :
If you are not at war, you can peacefully claim FIVE provinces each turn. If no other nation claims the same territory, they will be annexed to your empire on update. They must be next to your own territories or on the coast. Note you cannot expand in this manner in wartime.

Each piece of infrastructure increases the amount you can expand by 1.


Leadership Points

Spoiler :

The number of LP you have is dependent on the number of provinces you have. Each province=one LP. LPs can't be stored so any LP not used during a turn is lost.

LPs can be used to build divisions, squadrons, and air wings. Build special powers/weapons. Etc.

Leadership Points can be used to build infrastructure. 5 LPs can build 1 Infrastructure which is worth 1 LP. Useful for those who are done with expanding horizontally.


War

Spoiler :
Divisions, Squadrons, and Air Wings are pooled.

Divisions are used for taking territory.

Squadrons are used for transporting divisions for amphibious assaults (1 Squadron can carry 1 Division), patrolling, and blockading. Blockaded territories don't produce LP. Furthermore, a squadron transporting a Division can't attack or defend.

Air Wings can be placed on defense, assist in battle, or bomb infrastructure.



Military Aid

Nations can donate armies, navies, LPs, and WMDs to another nation.


Special Powers

In RIOT II, nations can tailor-make their own superweapons. To be fair, they will all have the same in-game power. Just different favors. The first tier costs 100 LPs.

When you start a program, send me a PM the details of your special power. Massive artillery bombardment? Dragon raids? Atomic Bombs? It's up to you.

NPC Actions

Bribe: Take a quarter of the NPC's LPs. That's how much it costs to bribe them to go to war with someone.

Sphere-of-Influence: Take half of the NPC's LPs and that's how much it costs to pull them into your sphere. When they're inside your sphere, no one else can attempt to bribe them. If another player outspends you SoI-wise, the NPC enters their sphere. You can control the NPC's diplomacy but not spending.

Install Puppet: Take the total amount of LPs that NPC has. That is how much it costs to install a puppet. Puppets can not be bribed or placed in someone's SoI. You control the Puppet's Spending and Diplomacy. If another player tries to create a puppet, there's a chance of a civil war breaking out.

Annex: Take the total amount of LPs the NPC has and triple it. That's how much it costs to annex.

Destruction

There'll be a map called the "destruction" map which basically shows territories damaged by special powers with a number on them. The number is how long until the territory degrades to a lower level of destruction.

Normal (White): Everything's relatively fine.

Crisis (Yellow): Many are dead and the destruction is moderate. Drains 1 LP. Takes five years to return to degrade to normal conditions. A Tier-1 SP can cause these.

Disaster (Red):Millions are dead and the destruction is horrible in the targeted territory. Refugees are making emergency aid difficult by clogging routes into the territory. They're increasing tensions in neighboring territories as well and crime and conflict is on the rise. Drains 2 LPs each. Takes ten years to return to White.. A Tier-2 SP can cause these.

Wasteland (Blackish): Destruction and death is near universal in the targeted territory. Bordering territories are dealing with the effects poorly and have become disaster zones themselves. The Refugee problem are problematic on the borders of the large disaster zone. It takes fifteen turns to return to White. Without another special attack or GM penalty, it will take 15 years for a return to normalcy in wastelands. A T-3 and above SP can cause these. Drains 5 LPs each.

The effects can stack as well. Say that a single unlocky territory is hit TWICE with a T-3 weapon, that's 30 years of wasteland in that territory, 20 years of disaster in the surrounding territories, and ten years of Refugee problems on the fringes.

Social Freedom: Egyptians enjoy surprisingly free social lives for a monarchy.

Political Freedom: Women are better off than in other nations. No elections, it's a monarchy.

Military: The land army is large enough to protect Egypt proper. The navy is a force to be reckoned with, provided that the opposing country is smaller.
Division: 9900 humans, 100 other (ex: Avengers, Anubites, minor gods, those giant crocodiles that shoot lasers)
Squadron: 10 various ships
Air Wing: 14 planes and a Roc, phoenix, or Lazer Bear

History: Ramses XII was tired of people having so much political freedom in the west, and saw it spreading to his beloved Egypt. Islam only oppresses women, and in the bad way. Also, Islam wasn't Egyptian, unlike the old gods, who were significantly more awesome (all Islam had was a flaming sword). Thus the Neo Old Kingdom was created! Also now the gods are real apparently.

Divisions: 35 Europa Pentapods (1225 total)- Fearsome 5-legged Machines of War.
Squadrons: 1 Europa Subpod (30 total)- Ships of War capable of travelling on the Sea or Beneath it
Air Wings: 3 Europa Saucerpods (240 total)– Advanced Craft of War capable of both Atmospheric & Space flight.
History: In the tumultuous years of the 2080’s, America (who else?) sent a scientific expedition to Europa, one of the Moons of Jupiter. After approximately 35 years, the small scientific outpost had grown into a proper colony. But the future was not bright for the Colony of Europa, for soon afterwards, radical Buddhist terrorists brought down NASA. With America unable to directly control Europa & the people uncertain of what to do now that communications with the Motherland had broken down, a number of Factions emerged in the Europa Colony. After a decade and a half of Civil War, the Europa Merchant League managed to unify the Moon of Europa under their rule. With their power secure, they sent out settlers to Earth in an attempt to reestablish contact. The colonists managed to seize all of old Texas & Louisiana. After Fidel Castro VIII, communist dictator of Cuba, attempted to kick them off of Earth, Europa launched an Invasion of Cuba. The Mexican territories along the Gulf Coast & in the Yucatan were only added after a foolhardy attempt by Gran Mexilombia to conquer lands from Europa, in la Reconquista Dos. Now, with colonial holdings secure, the Europa Colonies are experiencing a period of salutary neglect, as the main bulk of Europa’s Military returns home to quell unrest.

The Republic of Antipode Fauna

Tired of constant mistreatment and fat tourists with video cameras, the Animals of Australia have said, NO MORE! They have quickly used their superior strength and numbers to kick the humans off their precious continent and have once again claimed Australia for themselves. Their society is highly separated, with the smarter and stronger marsupials in charge, especially Kangaroos.

"Animals of the World! Now is our time! Already we have overthrown our oppressors here in Australia! Here, we have put THEM in the zoos! Now we eat THEM on summer BBQs and use THEM to pull plows for our agricultural needs! Social Policies: In most communities, men are the usual guards and hunters, and typically are the leader of the household. Women usually tend the fields and stay at home. Do to how the government works, women can not hold a position in government, but still receive rights in other areas.
Religion: Christianity (Catholic and Protestant) is the main religion practiced, but some values are changed to glorify battle.

Military:
Divisions: 30,000 (Standing Army), 75,000 (Militia), Men starting at the age of 13 must take a mandatory 3 year long military course so that they must know how to fight.
Squadrons: 15 Ships, there is not a lot of focus on the navy currently, though some have expressed ideas of putting more funds into it.
Air Force: 3 Planes, there is a even lesser focus on the air force than the navy.

History: King Castillo's goal when he finally officially founded New Imperial Spain was to re-glorify what was a failed state in the 21st century. This would mean winning wars, economic prosperity, and making an Empire. Starting out with technology from 2010, he had expanded his modern kingdom to most of Iberia, casting out the old Portuguese government. Alas, he failed to hold northern Spain, which became part of a Sicilian Nation. As of today, however, he successfully leads Spain into economic expansion. With his diplomatic skills, he had sealed a loosely-held alliance with a nation in the Black Sea to secure the remnants of the Portuguese nation, which he appropriately named Exiled Portugal. He began reconstruction of the Armada, the fabled great Spanish navy. His last order of business was to rebuild the Empire. He expanded into northern Africa, bringing old Spanish provinces back under their true flag. He'd even got a colony in the Philippines. But these tasks were still not complete, and he had his final, greatest aspiration....

The Hetmanate of Ukrine

Language: Ukrainian, although Russian is spoken in the southern parts of Ukraine

Economic Policy: Market
Social Policy: Social Democracy
Political Policy: The Grand Hetman is largely a symbol, and is elected once the previous Grand Hetman dies. Most of the power goes to the Prime Minister, with the Parliament being a law-making body. However, the Constitution says that in times of extreme strife (i.e. 10% Black Zones, 20% Red and/or 30% Yellow), normal government is suspended and power goes to the Grand Hetman.
Divisions: What most other country calls "Divisions" the Hetmanate calls "Hosts". Each Host has about 10000 soldiers in it. Most Hosts are Mechanised or Armoured, the MBT of choice being the T-54s scavanged from old Soviet barracks. A Host is headed by a Hetman. Confusingly, "Host" also refers to the area of land that the Host has juristiction over and is for all intents and purposes a territorial subdivision.
Squadrons: Approximately 5 battleships. The Navy currently has about 50 ships.
Air Wings: The "Angel" class fighter is the most common fighter. The Air Force has 125 of them.
History: Following World War III, the Ukranian Cossacks managed to organise and take control back from the shambles that were Ukraine. Re-establishing a capital at Kiev, they have managed to largely restore order (although Ukraine as it exists currently is mainly a Night Watchman state), and seek to possibly re-unify even most of the former USSR.

Demonym: Delmarvan
History: At the end of WW3 the former United States were poor and hungry turmoil and chaos spread in America. It was at this time that a young charismatic politician rose to power, promising to build a better country out of the carcass of the old. One by one, nations fell to lowblows armies with the last country to fall being the Ohio Collective which surrendered after five months of constant artillery bombardment and air strikes. Lowblow now seeks expand his influence across the sea and to build the ultimate WMD to secure his empires place as a super power.
Division: 190,000 men

The Great Plains
Government: Elected Great Chief. Chiefs rule every province and are elected every 5 years. They elect a new great chief every 10 years.
Leader: Chief Black Crow
Religion: Ghost Dance, Native American Church, Christianity (discouraged)
Language: Much has been done to revive Native American Culture and Language. Native Languages are widely spoken and taught in schools, but the majority is English and it is taught as a foreign language.
Economic Policy: Due to nomadic life being economically impossible, most still live and farm as they did before, but they have gotten back their ancestoral lands, which are much richer than reservations.
Social Policy: In theory the Non Native population should be relocated, deported with all their cash and bellongings or have adopted some aspects of Native life. In practice, that is not feesable and most people retain their old way of living.
Political Policy: Only Native Americans can hold office.
History: As turmoil and chaos spread in America, Native Americans rose up under Chief Black Crow. Through a serious of efficient military manuvers and due to the millitary being emergency scrambled to deal with riots in the East, Black Crow managed to claim much land. White Settlers were removed, told to live in reservations, or left alone.
Division: 5000 men
Squadron: Curently no navy. 5 ships per squadron planned.
Air Wing: Consists primarely of captured US fighters. 10 aircraft per wing
