Welcome to my little game!
This game was inspired largely by both yahzuk's A More Perfect Union and Lighthearter's Realpolitik series, and will draw elements from both.
Anyways, I figured that since the other active forum games either take up too much time or simply are impossible to catch-up with, I might as well start my own game.
I don't really have much of a plan for how long this will last, but I might as well try to keep this one going longer than my last attempt at a forum game went.

SECTION I: THE THREE BRANCHES OF GOVERNMENT
THE EXECUTIVE BRANCH
The leader of the Executive Branch is the President.
The President is elected to a 4 session term.
The President has the power to sign into law, or to veto, the bills passed by congress.
The President may circumvent Congress by issuing Executive Orders.
The President may create on his own and pass one law per session (law still subject to approval of the Supreme Court).
If the President issues an Executive Order, the House of Representatives will automatically hold an Impeachment Vote during the next session.
The President also serves as Commander-in-Chief of the Armed Forces.
The President may assign each military unit to one of the following functions:
-National Guard: The unit protects the nation's borders
-Expeditionary Forces: The unit will explore the unknown. Units will engage barbarians and enemy forces when deemed safe to do so.
-Army X under the Command of Great General X: The unit will follow a Great General. The President may issue am objective to each General, such as "Capture city X" or "Defend Location X".
All turn-by-turn movement of units shall be handled by Sparthage.
The Line of Succession-
Should the President be removed from office or assassinated, the following will determine his/her successor:
1. The Speaker of the House
2. The Senate Majority Leader

The senior most Senator of the second largest party shall be the Senate Minority Leader.
The Senate Minority Leader may lead a fillibuster to prevent the vote on a bill. This shall be represented in game by allowing the Senate Minority Leader to eliminate one bill each session (automatically fails vote).
If the President is impeached, the Senate shall vote whether or not to convict him.
The House of Representatives
The House of Representatives is made up up of one Representative per every four citizens in a city (1-4 Citizens = 1 Rep., 5-8 Citizens = 2 Rep, etc.).
Representatives are elected to a 4 session term.
At the beginning of each Presidential term, the House shall elect one of its members to be the Speaker of the House.
The Speaker of the House presides over the House. This shall be represented in game by allowing the Speaker to throw out one bill (automatically fails vote) during each sesison of congress.
The Speaker of the House shall become President if the President is removed from office before the end of his term.
Players not voting will have their votes considered as an "abstain".

SECTION II: THE WORKINGS OF THE GOVERNMENT
How a Bill Becomes Law
1. During Session N.1, each Senator and Representative may introduce one new bill.
New bills must be in the format of a simple, straightforward, single sentence statement.
Of course, in real life, laws are hideously complex things with all sorts of riders, but that would make the game impossible to run. So here, you need to accomplish that by introducing many little bills in conjunction with other players. If you can say it in a gramatically correct way without using conjunctions, you're probably OK. Otherwise the Supreme Court may strike down your bill for being unconstitutional (too complicated for the game!)
2. At the end of Session N.1, the Supreme Court (Sparthage) shall review all newly introduced bills.
Any bills deemed unconstitutional by the Supreme Court shall be thrown out.
3. During congress session N.2, both the Senate and the House of Representatives shall separately vote on the bills passed forward by the Supreme Court.
If a bill passes in both chambers of congress, it is sent to the President via PM for approval.
4. Also during congress session N.2, the President shall sign into law or veto the bills passed by congress. Any bills not addressed by the President shall be considered vetoed (pocket veto)
Bills signed into law by the President become effective immediately.
5. During congress session N+1.2, any bills vetoed by the President will be revoted on in both houses.
If the bill passes with greater than 2/3 majority, congress will overrule the President and the bill becomes law.
Political Parties
Any player may form a political party.
There may be any number of political parties in the game.
Any player may join a political party.
A player may only belong to one political party at a time.
A player may switch political parties at the beginning of any congress session.
Non-Playing Characters (NPCs)
In each city there are citizens aside from those represented by CFCers.
These characters can play a key role in elections as they make up much of the city's population.
For every two citizens in the city, there is one NPC vote (rounded up).
These votes can be won by those running for office through campaigning.
In each election, 2-3 issues that concern the NPCs of each city will be posted.
Those who campaign most effectively on each issue will win the NPC votes from those that are concerned.
Should no playing character run for an office, an NPC will take the empty office for that term.
The office-holding NPC will have a profile posted by Sparthage.
Sparthage will then decide upon the NPCs votes based on this profile.

Running for Office
Any player may run for President.
A player may only run for congress as a Senator or Representative of the city where they live.
A player may not move to a new city in the middle of a campaign.
A player may campaign for re-election or election to a different office while in office.
A player may only be running for one office at a time (a player cannot run for Congress while running for President)
The Electoral College
Presidents are elected by the electoral college.
For Presidential elections, each city holds a separate election.
The winning candiate in each city will receive that city's electoral votes, which will be equal to the number of citizens in the city.
The candidate that receives the most electoral votes will win the election.

There is no waiting list. You will be added to the game at the beginning of the next session.
There are no "characters" in this game.
Each player will only have one persona, which will be themselves.
The only information you need to supply when signing up is what city you wish to live in.
Deadlines
This game is intended to be more accessible to players who cannot check the forum every day.
Each half session will be at least 3 days long.
Player Activity
You may be as active or as inactive as you like.
You will need to be fairly active if you're going to convince your fellow citizens to elect you to office!
There is no penalty for being inactive, other than incurring the wrath of your fellow citizens.
Choosing a Place to Live
All players must live in a city.
When joining the game, you may choose any city to live in.
Players may move to a different city during any session of congress.
A player may not move to a different city while holding a political office.
A player may not cast any votes during the session in which they move.
The President and Congressmen will still consider their city to be their home.
Some Basic Game Management
Congress shall meet every 5 turns without exception.
The game level shall be Warlord. The game speed shall be STANDARD. Other game settings are intentionally withheld from the players.
This game shall focus on both national politics. Cities are governed in accordance to national law.
Cities shall have a default focus, unless a law dicates otherwise.
Cities shall produce what Sparthage chooses, unless a law dictates otherwise.
Workers shall be controlled by Sparthage, unless a law dicates otherwise.
Research shall follow the path generated by the game to reach Future Tech, unless a law dictates otherwise.
Social Policy saving shall be enabled. Social Policies will not be selected, unless a law dictates otherwise.
Promotion saving shall be enabled. Promotions will not be taken, unless a law dictates otherwise.
Settlers will take a nap, unless a law dicates otherwise.
Captured cities will be made into puppet states, unless a law dicates otherwise.
Requests from other nations will be refused, unless a law dictates otherwise.
Communication with other nations will be polite, unlesss a law dicates otherwise.

Spoiler Assassination Attempts :
SECTION IV: Assassination Attempts
Assassinations may take place at any time. News relating to them will be posted (or PMed if Applicable) immediately.
Any player may attempt to assassinate another.
Any player may be targetted for assassination.
Elected officials have bodyguards, and are harder to assassinate than others.
Multiple players may work together in the assassination attempt, with each contributing to the chances of success and exposure.
Each player can make one assassination attempt each session
The successful assassination attempt itself consists of three random "rolls".
The "rolls" are random numbers generated by the RNG at Random.org.
The Assassination Process
1. The Initiation
The player(s) involved send a PM to Sparthage with their intentions.
If players are working together, they must specifically state it.
2. The Planning Stage
The RNG is set to a range of 20, with a single number representing the chances of the plot being discovered.
For each additional player involved, the range is reduced by 2 (ex. 4 Players are involved in an attempt, their chances of being discovered are 1 in 14)
If the Plot is Discovered at the Planning Stage:
The Assassination fails immediately.
If a single player is involved, then their chance of being named as the perpetrator is 75%.
For each additional player, the chance of each player being named is reduced by 5% (ex. 4 Players are involved in a foiled attempt, each player has a 60% chance of being named)
Named players will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
Unnamed players will suffer no penalties.
3. The Attack
The RNG is set to a range of 5, with a single number representing the chances of the attack succeeding.
If the attacked player is a Representative the range is increased to 8.
If the attacked player is a Senator the range is increased to 10.
If the attacked player is the President the range is increased to 15.
For each additional player, the range is reduced by 1 (ex. 4 Players are involved in an attempt against a non-elected player, their chances of success are 1 in 2)
If the Attack Fails:
If a single player is involved in a plot against a regular player, then their chance of being named as the perpetrator is 85%.
For each additional player, the chance of each player being named is reduced by 5% (ex. 4 Players are involved in a foiled attempt, each player has a 70% chance of being named)
If the attacked player is a Representative the base chance is increased to 90%.
If the attacked player is a Senator the base chance is increased to 95%.
If the attacked player is the President, the base chance is increased to 100%.
Penalties are the same as at the Planning Stage for a failed attack.
4. The Getaway
The RNG is set to a range of 10, with a single number representing the chances of the assassins being captured.
If the assassinated player was a Representative the range is reduced to 8.
If the assassinated player was a Senator the range is reduced to 6.
If the assassinated player was the President the range is reduced to 4.
For each additional player participating in the attack, the chance of each player escaping is increased by 1 (ex. 4 Players are involved in a successful attempt, each player has a 1 in 13 chance of being caught)
If the Getaway Fails:
If the assassinated player was a standard player, the assassin will not be able to run for office in the following election.
If the assassinated player was a Representative, the assassin will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
If the assassinated player was a Senator, the assassin will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
If the assassinated player was the President, the assassin will be executed (The same as being assassinated).
5. The Effects of Assassination
If a player is assassinated, then they are immediately removed from any held office and cannot run or vote in the next two sessions.
Assassinations may take place at any time. News relating to them will be posted (or PMed if Applicable) immediately.
Any player may attempt to assassinate another.

If players are working together, they must specifically state it.
2. The Planning Stage
The RNG is set to a range of 20, with a single number representing the chances of the plot being discovered.
For each additional player involved, the range is reduced by 2 (ex. 4 Players are involved in an attempt, their chances of being discovered are 1 in 14)
If the Plot is Discovered at the Planning Stage:
The Assassination fails immediately.
If a single player is involved, then their chance of being named as the perpetrator is 75%.
For each additional player, the chance of each player being named is reduced by 5% (ex. 4 Players are involved in a foiled attempt, each player has a 60% chance of being named)
Named players will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
Unnamed players will suffer no penalties.
3. The Attack
The RNG is set to a range of 5, with a single number representing the chances of the attack succeeding.
If the attacked player is a Representative the range is increased to 8.
If the attacked player is a Senator the range is increased to 10.
If the attacked player is the President the range is increased to 15.
For each additional player, the range is reduced by 1 (ex. 4 Players are involved in an attempt against a non-elected player, their chances of success are 1 in 2)
If the Attack Fails:
If a single player is involved in a plot against a regular player, then their chance of being named as the perpetrator is 85%.
For each additional player, the chance of each player being named is reduced by 5% (ex. 4 Players are involved in a foiled attempt, each player has a 70% chance of being named)
If the attacked player is a Representative the base chance is increased to 90%.
If the attacked player is a Senator the base chance is increased to 95%.
If the attacked player is the President, the base chance is increased to 100%.
Penalties are the same as at the Planning Stage for a failed attack.
4. The Getaway
The RNG is set to a range of 10, with a single number representing the chances of the assassins being captured.
If the assassinated player was a Representative the range is reduced to 8.
If the assassinated player was a Senator the range is reduced to 6.
If the assassinated player was the President the range is reduced to 4.
For each additional player participating in the attack, the chance of each player escaping is increased by 1 (ex. 4 Players are involved in a successful attempt, each player has a 1 in 13 chance of being caught)
If the Getaway Fails:
If the assassinated player was a standard player, the assassin will not be able to run for office in the following election.
If the assassinated player was a Representative, the assassin will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
If the assassinated player was a Senator, the assassin will not be able to run for office in the two following elections. Nor will they be able to vote in the election following the attempt.
If the assassinated player was the President, the assassin will be executed (The same as being assassinated).
5. The Effects of Assassination
If a player is assassinated, then they are immediately removed from any held office and cannot run or vote in the next two sessions.
