The American Political System... Rules??? XD

Ok, I assume that most Americans can agree, that our political system, completely sucks Well, let's see what happens if we use it on a Civ.... (poor sucker...)
Anyways, the Civ will be China (You guys can vote on the Difficulty)

It will be similar to other threads that use a parliament, except for including the weird things us americans use in our system

Branches of Government:
For this game, representatives, senators, governors, and presidents will be elected
Presidents: Elections- Every 30 Turns (Only 1 President)
Senators: Every 30 Turns (2 Senators per City (State)
Representatives: Every 15 Turns (population number= # of Representatives)
Governors: Every 20 Turns (1 Governor per City)
Ambassadors: Every 20 turns after Civ is met

Congress: Has the power to pass legislation (includes what improvements to build, what techs to research (both 3/5s)
Declaring War= 2/3 Majority
All other legislation= 3/5 Majority (ie Raising Taxes)
Overriding Vetos= 2/3 Majority

Me: I am basically giving myself 0 power/control in this, so hopefully the laws don't sway to absolute craziness. I'm only here to organize the elections and conventions, and organize the history of all that happened. You guys have control over what happens in the game, and all the decisions that are made

Special Acts:
Lower Power of Government- 4/5 Allows Citizens to Decide Building Construction in City, citizens can call an impeachment vote for any member of government (only citizens can vote in this election)
Increase Power of Government- 4/5 Allows Governor to refuse all Citizen Protests, Allows President to veto any legislation

Impeaching:

All Members of Government Vote, must be logical, like you can't impeach a person just because they're on the same party 2/3 required

Governors: Chooses Production for City, can be overridden, if 2/3s of Reps for City Disagree, or if 2/3 of Congress Disagree
Requesting: Can ask for Infrastructure Improvement (Sending a Worker), Military Protection (Moving of 1-2 Defensive Units)--- Congress can approve 3/5

President:
Can Veto Congress 2/3
Presidential Order= Moving units, changing city production
Note: Every 8 turns, there will be a presidential approval poll, where people can rate the president, and I'll give the average (rate from 1 to 10)


Elections: Presidential Elections use electoral college system= Whichever Political Party wins the state get's (2+Number of Representatives in that State) Electoral Votes
Most Electoral Votes Wins, Party must Get 50% of Electoral Vote, or Congress votes on winner

Signing Up
Politician= When Signing Up, say city of residence, what political party and what office you intend to run for (Can Vote) (Can Move) (Can become media member)

Citizen=Say City of Residence, can become Politician (Can Vote) (Can Move) Can Protest: When 3/4s of Citizens protest in a City, that City will hold an election for a new governor among the citizens. Can Create Union for a Political Party, which can, if it gets protests in 4 cities during a single turn, has the power to lower taxes by up to 20%

Media Member= Say city of residence) Reports on what's going on, and voices there opinions (Can Vote and Move) Can become Politician, Can start Media Campaign, which I will determine randomly whether or not successful, if successful, Politicians have the right to impeach

Note: Must be a Politician to Hold Office

Yes, you can kill protesters, although if you do, Then the opposing party automatically gets double the amount of votes from that City.

If you pass the Bigger Government Act thing that's in the first post, then you can.
