There are a lot of if s and butt s for this one.
First of all this is for Egypt only. If you get it at random or if you choose civs. So quite seldom used.
However IF/WHEN you get Egypt I think this is the strongest start possible for Egypt and it is possible to do it with some variations.
Ordinary start. Monument, (scout) worker, Liberty,  free settler. +1 production (or free worker, depending on if you go for GL or not) You might even take worker before free settler and skip the one production until later if u r really going toe to toe for the GL.
Anyhow. The important thing is to take just liberty + 2 liberty policies before moving on to tradition.
What you do is cram out cities as usual. At least 4 of them. If you go for GL, make the GL + free settler + two more settlers after GL. If need defense and army, just skip GL, go for free settler extra production and spit out settlers.
Now in first city, make worriors for later upgrade, second city the same. Just continue making worriors until u got the army needed for defense, nothing out of the ordinary.
The important thing is to sooner or later get monuments up in your 4 first cities and to do it before you picked tradition + 4 free cultural buildings.
Basically tech will be straight to IW (or if going for GL, pot + writing, then Iw then phil. Maybe one lux tech if u don’t have mining lux. Then straight for philosophy.
What you will get from this is +8 happiness + 8 culture. It s almost like getting the Hagia Sophia + Stonehenge at turn 45 ish.
I play tested this for fun in a random game + against deity AI. If you go for cityspam you can run happy and growing at 7+ cities at turn 50 ish even if you have no got the time to get all our lux worked.
So pro’s. like getting the fountain of youth (or ND) + stone hedge “for free”
Faster policies.
Con s. Obviously you will have to build those monuments and in that time you could have made army. You will finish the liberty tree a bit later then usually.
