Just a simple pioneer/settler of the American West.
Not one of my favorites, she looks part Russian part 1950s American idol (also an Industrial age vanilla Cleopatra), but I don't see this head being used much.

It could be used with the supposition that one of the many 19th c. utopian communes became an independent state. Perhaps someone like Lucy Wright of the Shakers?
