Sometimes a city, connected via railroad, will not change its icon to connected by railroad instead of connected by road. Any idea why this might happen?

I just noticed when I build a military base, suddenly the icon changes.

Seems to be a problem when upgrading a tile that had a road on it to a railroad. When I build a new railroad on a tile that had no road, it seems to connect fine.

The icon displays whenever the railroad production bonus is active in a city. The production bonus is done by the game core only Firaxis has access to. The bonus itself is rather buggy, and the icon just makes that (unfixable) bug more visible.

Yes, I posted this issue already here.
The white trade route icon for railway connections only appears when the city produces units or buildings and it changes back to the former yellow trade route icon when gold or science is produced.
