Empire build-queue

As an alternative to the current method of building everything within cities...

How about we separate the building of units and wonders into an empire build-queue and leave the city infrastructure to the cities? The city build-queue would act normally, while the empire queue would siphon food/production/commerce* from every city for it's units or wonders being built.

*I'm assuming that standard is 1/1/1, so that if you have 5 cities, you're getting a total of 15 units per turn being dumped into the building of a unit or wonder.

There are a lot of fun consequences/possibilities with this:
-You can build only one unit at a time and/or only one wonder at a time - decisions, decisions...
-Some units/wonders might require more or less food/production/commerce from cities than the standard 1/1/1 (imagine if building a settler took all excess food from all cities!)
-What if you could select the speed of construction standard (1/1/1), Hurried (2/2/2), Slowed (1 food, then 1 production the next turn, then 1 commerce the next)?
-Technologies could grant bonuses to the speed of the empire-queue (+15%, etc.)
-Large cities might grant bonuses to the speed of the empire-queue (+5% per 5 population points, for example)
