No city radius

Do away with the city radius concept and replace it with an organic growth model. The city borders grow with culture or by purchase as is the current method, but rather than having a fixed radius of 3, the city's borders simply grow until there is no more land for it to grab (nothing adjacent). One city might only have 20 tiles, while another might have 30 and yet another might be stuck with a measly 4. Of course, water tiles are a special case and while they must still be adjacent, you can only grab those 3 tiles out from your land.

Quite simply, with the manner in which the borders grow in civ5, the city radius concept is completely unnecessary and outdated. This also has the additional benefit on not wasting any tiles in your border.

The city radius makes sense to me.

What I would like to see is a late-game boost to the city radius. A tech like Mass Transit, allowing a Transit Network which boosts your cities reach.
 
Late game city radius expansion is probably too late for it to have any significant strategic impact. How about making the city radius expansion available as soon as railroad technology is available. Any city that is connected by railroad to the capital city will have its city radius expanded by one more ring.
