adds the Railroad Artillery from danrell and snafusmith to the game here are the stats:
Combat 20
Ranged Combat 50
Cost 500
Moves 1
Range 4
unlocked with "Railroad" tech
same promotions as normal Artillery but +300strenght vs. Cities.
Requires 1x Coal and 1x Iron.
