Civ 3 Complete palace screen

I have both Civ 3 vanilla on a disc and Civ 3 Complete from steam and I've noticed that in all of the hours I've played Complete I haven't gotten the opportunity to go to the palace screen and upgrade my palace. I remember when I played vanilla I got the option all of the time, but now it seems I haven't gotten it ever. Is the palace feature still in Civ 3 Complete? Or am I just not doing as well as before?

It's in Complete. Maybe you have to pay Steam extra to get that option.

Mods and conquests don't have a palace.
Only 'normal' games.
Maybe that's it. But I assure you, there is a palace in C3C. If you keep your people happy, they'll build it.
I don't know the works behind it, but I'm sure it's here somewhere.

There are certain in-game events that trigger expansions; building your second city and first victory against Barbarians are definitely two of them. Off the top of my head I dunno any more, and some of them may be just random.

I bought Civ 3 Complete from Gamersgate.
I get the palace.

So it isn't a CD version vs Digital Download issue.

  • First succesful defense of a city
  • Getting all 8 luxuries
  • Being the first to get to a new age

I was doing some exhaustive tests to be the first to discover exactly what events trigger a palace expansion some months ago... then Skyrim came

OK, I am sure there is more to this. Does anyone know what is the maximum number of upgrades one can do to the palace?

I think 17: You can build 4 floors to the "main" palace (4), the Grass Paths (5), the Trees (6), the Stairs (7), the Pillars (8), 2 floors to the left (10) and right (12) wings, two levels of hallway-covering things between both wings and the main palace (16), and that one that gives you an archway and some random blocks (17).
