Spoiler How I use the template :
How I [used to] use the template (your mileage may vary) [The following works, but I ought to update this sometime...]:
Notice a "BottomG+K" layer and a hidden "BottomVanilla" layer that provide the alternate backgrounds to the template for each version of the game.
  1. Paste the new leader pic to a new layer, and move it between the 2 "Circle" layers, then size it appropriately.
  2. Extend the edges of your leader pic, if necessary, to go beyond the borders of the Circle by careful copying-moving-merging-smearing.
  3. Autoselect the middle of the circle (Anti-aliased, Tolerance 16), and then select the inverse.
  4. Set Refine Edge (Radius 0, Smooth 0, Feather 0.3, Contrast 50%, Shift Edge -50%).
  5. Then switch back to your leader layer and delete the selection (i.e., all of the excess outside the circle).
  6. Move the leader pic up a layer, above the "Circle" layers.
  7. Sharpen, or blur and sharpen edges, if necessary. Adjust brightness/contrast as necessary.
  8. For black and white photos, I give it an amber tint by adjusting the color balance (20, 0, -30 to Shadows, Midtones, and Highlights, give or take; don't preserve luminosity).
  9. Since I beefed up the circle just a tad with the shape layer beneath, I move the leader up one pixel--if you move the whole layer, remember you might have to delete a one pixel line on the bottom if there's any leftover from your leader pic crop.
  10. Convert to DDS (DXT5 or 8.8.8.8 ARGB) with the NVIDIA Plug-in.

[EDIT: I originally figured this could be a community project, but I didn't get a lot of input, so I ended up slapping the original update to mihaifx's mod together myself. Since then, many people have come forward to try to help make the art more in keeping with Firaxis' art design.

I'm all ears if anyone's got any better ideas than the leaders that are currently implemented. See this and later posts for discussion about some of the original choices (though some have since changed). See the art contribution thread for later discussions. You're still welcome to add your two cents there, or better yet offer up some new art.]

Here's what I've come up with after a quick and dirty crawl through Wikipedia. Discuss.

vanilla:
  • Kathmandu: [EDIT: Maybe Tribhuvan, pic, instead.]
    King Amshuverma Thakura, pic, was the Licchavi king of Nepal in the sixth century AD (605-629 AD) of the Thakuri dynasty. He was learned, bold and farsighted Thakuri emperor of Lichhavi period, he was also a lover of art, architecture and literature. He built Kailash Bhawan. He was a brave king, fought many battles and extended the territory of his kingdom far and wide. A close relationship between Nepal and Tibet was established. He is credited with opening trade routes to Tibet...

  • Antwerp: Mary "the Rich" of Burgundy (Duchess of Brabant), pic #1 or pic #2, (13 February 1457 – 27 March 1482) ruled the Burgundian territories in Low Countries and was suo jure Duchess of Burgundy from 1477 until her death. As the only child of Charles the Bold, Duke of Burgundy, and his wife Isabella of Bourbon, she was the heiress to the vast, and vastly wealthy, Burgundian domains in France and the Low Countries upon her father's death in the Battle of Nancy on 5 January 1477.[1], and was accordingly often referred to as "Mary the Rich".
  • Cahokia: [N/A - The Mississippians left no written record, but they revered the "Birdman" falcon warrior, so let's call him Birdman, pic. Excerpt: During excavation of Mound 72 [at Cahokia], a ridge-top burial mound south of Monks Mound, archaeologists found the remains of a man in his 40s who was probably an important Cahokian ruler. The man was buried on a bed of more than 20,000 marine-shell disc beads arranged in the shape of a falcon,[22] with the bird's head appearing beneath and beside the man's head, and its wings and tail beneath his arms and legs. The falcon warrior or "birdman" is a common motif in Mississippian culture. This burial clearly had powerful iconographic significance."]
  • Colombo: [N/A - I couldn't find any pics of the rulers of the Kingdom of Kotte, so we're going to have to go with another king of Sri Lanka who didn't base his capital there, but I couldn't decide on Dutthagamani of Anuradhapura, pic, or Parakramabahu I "the Great" of Polonnaruwa, pic. EDIT: Or a modern mayor, as Androrc suggests below: How about A. E. Goonesinha, pic?]

  • Hong Kong: [N/A - This is a toughie. Apparently, the first 2 Chief Executives after the British returned Hong Kong to China were forced to resign, and the 3rd just took office this year. I don't want to pick a Brit. It's a stretch, but maybe Kai Ho, who was really just an intermediary]: Sir Kai Ho Kai, pic, CMG, JP, MRCS, (1859–1914), born Ho Shan-kai, was a Hong Kong Chinese barrister, physician and essayist in Colonial Hong Kong. He played a key role in the relationship between the Hong Kong Chinese community and the British colonial government. He is mostly remembered as one of the main supporters and teacher of student Sun Yat-sen. Kai Tak Airport, Hong Kong, was named after him and his son-in-law Au Tak, though he died in 1914, long before the idea of an aerodrome was first mentioned in 1925.
  • Jakarta: Sukarno, pic, born Kusno Sosrodihardjo (6 June 1901 – 21 June 1970), was the first President of Indonesia. Sukarno was the leader of his country's struggle for independence from the Netherlands and was Indonesia's first President from 1945 to 1967. He was replaced by one of his generals, Suharto (see Transition to the New Order), and remained under house arrest until his death.
  • Jerusalem: [It's either David or Solomon. The Olmec King was usually referred to as Tu. The Olmec term for governor was Ku. Interestingly, some of the Olmec rulers were referred to as the Ku and Tu. I think it would be better if mayors were used for the city-states which have never historically been independent, instead of the leaders of the nations those cities belonged to.

Fair enough for the modern ones, but even then I'd have a real tough time picking them not knowing much about most of these cities. As far as the ancient ones go, there isn't much info in most cases, and certainly, and most importantly, no pics.

Being Jewish, I'll admit to some bias on the point of anti-Semitism. Though there are plenty of flawed leaders in Civ, you're not going to see Pol Pot or Hitler. On the other hand, Stalin got a pass twice, and Mao 5 times--though notably, Mao was taken out of the Chinese release of Civs III and IV. Anyway, there's a controversy line drawn somehow, and I'd personally put Lueger--whether fairly or not--on the other side of being worth it. EDIT: (Same reason I didn't want to pick, e.g., Marcos.)

I think that the current mayor of Mombasa looks absolutely awesome, so he would be quite interesting graphically at least to add to the game.

The window topper template attached to the first post has been updated to mesh with the scrollwork of Gods+Kings. EDIT: See pic attached to first post for an indication of what I mean.

I guess I'll just release a beta soon since it looks like no further input is forthcoming. Then you can all tell me how I got it wrong. ;)
 
The More City States mod wouldn't happen to be this mod in the steam workshop, would it? The author seems to be different, but the mod looks identical to me (albeit updated)

If it is, then for Salt Lake City I suggest Brigham Young [pic], who was the first Governor of the Territory of Deseret, Prophet of the Mormon Church, and led the Mormons across the Great Plains of the United States to Salt Lake City

For Guadalajara, how about Nuño de Guzmán who commissioned the founding of Guadalajara. Although he was attributed as a poor ruler, moving the site of the village countless times.

For the In-Game City States, I did a google search and couldn't find anything on a man by the name of "Birdman". However, I couldn't find any Cahokian-born leaders either. The closest thing to a leader I could find was Henri de Tonti [pic], an Italian working for the French who lived among the Cahokians and attempted to negotiate with the Sioux Warriors who had come to wipe out the Cahokians. He was stabbed and nearly killed upon suggestion.

For the Scenario-Specific City-States, for the Polynesian Scenario, Fiji, Ratu Seru Epenisa Cakobau was a warlord who united the Fijian tribes. He was also a cannibal.

It looks like crawf0rd/JC has updated his mod sometime in the last few weeks, but hasn't yet updated the CivFanatics thread. As far as "Birdman," see post #5. I've updated the tables on all counts (and added the "Into the Renaissance" Medieval scenario, which I inadvertently left out).

In any case, I've got some betas to share in case anyone would like to give it a whirl. See the first post. I don't like Lhasa and Lisbon because the cartoon art doesn't mesh well with the others. I'll see if I can find something else for them. [EDIT: I'm thinking Thubten Gyatso, pic, and a different pic for Joao II.] I'm also thinking I may give all the black-and-white photos a colored tint. And I've got to clean up some edges.

EDIT #2: Another idea: Should I do anything to highlight the different traits since the icon is no longer used? Perhaps color the ring around the leader or something? Perhaps I could also change the color of the trait readout below to match. I'm thinking Red for Militaristic, Gold for Mercantile, Purple for Cultured, White for Religious, and Turquoise for Maritime.

EDIT #3: The colored ring doesn't work. It's either too subtle, or it looks tacky. Oh well, there is the small icon on the popups other than the first greeting, and there's the background pic. I may leave the color coding for the readout, though. EDIT: I did leave the color coding.
 
I posted some new betas, but the G+K one is bugged where some leader icons are appearing for the wrong city. I'll put up a new version soon.

EDIT: I think the problem has been fixed.
