Thank you to those who voted in the the previous threads about Pantheon beliefs and Founder beliefs. Only two more to go - in this thread, please rate the Follower beliefs.

I'd ask you to put your vote before the name of each belief, like this:
3 - Fertility Rites: 10% faster Growth Rate


Give votes between 0 and 5, where 1 is worst and 5 is best, like this:
5 = Excellent
4 = Very good
3 = Good
2 = Decent
1 = Poor
0 = Bad or Very Bad

When voting, take into account both the strength of the belief and how universal it is in its aplicability. To give an example of this, a belief like Desert Folklore is very strong but also very specific (and therefore not universal), in that if you don't have any Desert near your starting location, it's going to be quite worthless. Also of course, how well it suites your playing style or personal likes or dislikes also should influence your vote. How you weight the different things is subjective obviously. I'll try to make some statistics when people have put in some votes to see how things distribute.

5 - Cathedrals: Use Faith to purchase Cathedrals (+1 Faith, +3 Culture, +1 Happiness, Artist Specialist slot) - beast for culture games. Very, very useful for non culture games with persia and sweden too.
2 - Choral Music: Temples provide +2 Culture in Cities with 5 followers - per city culture, not massive for culture games, would want others for non culture games.
1 - Divine Inspiration: Each World Wonder provides +2 Faith in city - Faith bonus after I've founded and probably enhanced my religion.
2 - Feed the World: Shrines and Temples provide +1 Food each in city - Absolute bonus is better as a pantheon, and it's most useful when going wide, which is when hapiness is more of an issue than food. V small for a tall empire.
1 - Guruship: +2 Production if city has a Specialist - I can see it being useful for a mayan style wide science vc, but that's about it.
1 - Holy Warriors: Use Faith to purchase pre-Industrial land units - Pre industrial? That's exactly when I want to spend faith on other things, like GP, missionaries and pagodas/cathedrals. The units also cost loads of faith,are too expensive imo.
0 - Liturgical Drama: Amphitheaters provide +1 Faith in cities with 3 followers - no.
4 - Monasteries: Use Faith to purchase Monasteries (+2 Faith, +2 Culture, more with Wine or Incense) - Surprisingly powerful for culture, as can be built anywhere and get +2 of each free. wine and inscense just adds to this.
3 - Mosques: Use Faith to purchase Mosques (+3 Faith, +2 Culture, +1 Happiness) - Why not pick a different building, it's not bad but the others are better.
5 - Pagodas: Use Faith to purchase Pagodas (+2 Faith, +2 Culture, +2 Happiness) - The best one.
0 - Peace Gardens: Gardens provide +2 Happiness in city - when an empire builds gardens it's tall and doesn't need hapiness.
3 - Religious Art: Hermitage provides +8 Culture in city - big for OCC culture.
5 - Religious Center: Temples provide +2 Happiness in cities with 5 followers - along with pagodas this gives big hapiness, but this one doesn't require the faith investment.
4 - Religious Community: +1% Production for each follower (max +15%) - For tall this is actually a lot of hammers, aiding utopia/space parts/UN hard build no end. Also helps with late wonders.
1 - Swords into Plowshares: 15% faster Growth rate for city if not at war - Can't remember the last time I was in peace for more than 10 turns after turn 100. Better on lower difficuties.
 
My votes would look something like:

2 - Asceticism: Shrines provide +1 Happiness in Cities with 3 followers - for happiness, there seems to be better picks.
4 - Cathedrals: Use Faith to purchase Cathedrals (+1 Faith, +3 Culture, +1 Happiness, Artist Specialist slot) - very good, very strong culture support.
2 - Choral Music: Temples provide +2 Culture in Cities with 5 followers - would probably be low priority even if you go for CV.
3 - Divine Inspiration: Each World Wonder provides +2 Faith in city - perhaps a small 3, but this can be a pretty good source of faith if you're going tall/wonder hoarding.
3 - Feed the World: Shrines and Temples provide +1 Food each in city - good for a low-food start like lots of plains and no rivers/grassland
2 - Guruship: +2 Production if city has a Specialist - guess it might be good if you ICS
3 - Holy Warriors: Use Faith to purchase pre-Industrial land units - guess it's not too bad if you go warmonger and have a steady source of faith
0 - Liturgical Drama: Amphitheaters provide +1 Faith in cities with 3 followers - too little, way too little, why would anyone ever pick this belief if they have other choices?
3 - Monasteries: Use Faith to purchase Monasteries (+2 Faith, +2 Culture, more with Wine or Incense) - a killer if you have Wine/Incense, otherwise I'd take one of the other buildings.
4 - Mosques: Use Faith to purchase Mosques (+3 Faith, +2 Culture, +1 Happiness) - not as good as Pagodas, but still very good for massive faith boost
5 - Pagodas: Use Faith to purchase Pagodas (+2 Faith, +2 Culture, +2 Happiness) - probably too good!
2 - Peace Gardens: Gardens provide +2 Happiness in city - again, not top choice if you go for happiness, particularly since not all cities can build gardens
2 - Religious Art: Hermitage provides +8 Culture in city - guess it's really good for a OCC game, but apart from that, not that attractive
4 - Religious Center: Temples provide +2 Happiness in cities with 5 followers - excellent source for happiness, particularly if you have Piety and other beliefs that boost temples
4 - Religious Community: +1% Production for each follower (max +15%) - production is also nice, and the effect of this one is quite significant in late game
2 - Swords into Plowshares: 15% faster Growth rate for city if not at war - too unreliable, although I guess one can aim at some nasty synergies here.
 
A lot of the beliefs are situational, does a generic vote make much sense ?
Yes, I do think it does, you can value the beliefs based upon the situation where they would be useful (for instance, if the belief is extremely good when the situation applies, give it a higher vote if the effect is only so-and-so, even when the situation applies). I know we can't rate them exactly, but when taken the average over a lot of votes I still think some significant differences come out of it - and the more votes there are, the more significant.

3 - Asceticism: A solid happiness boost.
3 - Cathedrals: One of THE follower beliefs for culture.
3 - Choral Music: Very nice for the socially concerned wide player.
0 - Divine Inspiration: Faith generation just isn't as important when you already have a religion, and it's not enough to really help get more GP
5 - Feed the World: I find myself taking this every game anymore. +2 food per city is huge, early, late, tall, wide, and everything in between.
0 - Guruship: Specialists are better with tall empires, which won't notice the small hammer gain, and wide empires will need those hammers for colloseums and theaters, but will get them faster working other things.
4 - Holy Warriors: Great for warring, particularly as your growing empire will keep getting more faith, just wish they made the cutoff go away or come later at least
0 - Liturgical Drama: To be fair, I've never taken it to find out exactly how bad it is.
2 - Monasteries: They pay back the faith you spend on them really quickly, but other beliefs are going to be better for culture and the faith isn't so important.
2 - Mosques: Pretty much like Monasteries, but with higher cost and reward.
3 - Pagodas: 2 happiness is awesome, but there are other things to spend faith on early and it's too expensive late, making it only average.
3 - Peace Gardens: Speaking of 2 happiness...but the downside of needing a river or lake drags it down from a 5.
3 - Religious Art: It's good for culture games. In fact, it's THE other follower belief for a culture game.
5 - Religious Center: There it is, 2 happiness and virtually unconditional.
5 - Religious Community: Local happiness boosts, which only counter the effect of high population, make this make a ton of sense.
2 - Swords into Plowshares: Good for a more peaceful game, but it comes at a time when that boost won't matter as much.

There are lots of 3's here, just because there are a lot of conditional picks, as follower beliefs are really for specializing. Most of the really nice ones require fairly heavy faith investment when faith is likely better spent on spreading your religion or fighting (making Holy Warriors feed itself). Few of these deserve a 5 due to how few of them are universal enough.
 
5 - Aesthetics: Aesthetics is much better than Religious Centers, and is a great belief. First, when I need happiness it is because I'm warmongering. Temples are low on my build list because of the 2 maintenance, and relatively high hammer cost. Shrines, however, are built in all my cities. Second, three followers is much easier to attain in a city than 5 followers. Assuming a city will usually have 1-2 followers of other religions, a 4 city can usually get the Aesthetics bonus, whereas a city will need to be at least 6 to get the religious center bonus. Third, puppets will always build shrines. They sometimes build temples. Moreover, a puppet is meant to be kept small, making the happy bonus from Aesthetics much easier and palatable than the big pop needed for Religious Center.

0 - Peace Gardens: Garbage belief. How many cities will actually get Gardens? Capital... maybe a second GP factory... that's about it. And unless you're Sweden or Persia, your games requiring more happiness will not require great person generation.

1 - Guruship: +2 Production if city has a Specialist [limited gain...maybe if it was 2 per specialist...]

Monasteries, Pagodas, Cathedrals and Mosques are all about the same. The best choice depends on how you end up using faith in the game but that can depend on the map and opponents which you cant know until later.
 
From a builder perspective, I generally look at the maximum bonus that a belief can provide per city, and as such none of the other beliefs stand up to the religious buildings. Asceticism provides a maximum of +1 happy/city. This is the minimum that any of the main three buildings (pagodas/cathedrals/mosques) can provide, but they also provide culture, which usually leads towards additional happiness. The fact that you have to spend faith to build them in cities is compensated by the fact that they generate faith when planted. For the same reason, choral music provides 2 culture per city, no better than what any of the three buildings can provide. Also applies to divine inspiration and liturgical drama.

Holy warriors is very effective for dom games only- would not suggest using it to buff defenses in non-dom oriented games.

Only other ones that could be equal to religious buildings are religious community and swords to plowshares. Quite a few science/diplo games I've wanted to try swords to plowshares, and combine it with fertility rites, but the constant threat of the oh-so-common cascade effect:
doing well->insecure civ (celtic) denouncement -> AI chained denouncements -> warmongering AI DoW -> defending self/showing warmonger who's boss -> warmongering menace to the world.

makes me wonder if the belief would be wasted.

I've done that status of the votes for the follower beliefs up to now. As always, feel free to continue voting. Most follower beliefs seem pretty balanced, with a notable exception of Liturgical Dramas (0.6), which clearly needs a major boost. Not only is faith not the main concern once you hit follower beliefs, the bonus is also really pitiful. Guruship (1.8), Divine Inspiration (1.9) and Swords Into Plowshares (2.0) also score a bit on the low site, and while one might up the production bonus for Guruship by a point, there's nothing alarming there.

On the top end, Pagodas (4.4) unsurprisingly sticks out as the top ranked belief, and while the score is not alarming, one might consider lowering culture by 1 point (which will make Mosque slightly more competitive by comparison, and secure a 3-2-1 distribution of culture over the three buildings similar to how they have a 3-2-1 distribution of faith).

Not terrible, but probably would pick something else. Happiness isn't that hard to get, but this

Great building for culture victory.

Not terrible, I suppose, but I'd probably rather have pagodas and cathedrals if I want culture.

Way too late for a faith bonus.
1 - Feed the World: Shrines and Temples provide +1 Food each in city
I cannot imagine needing food that much, but I could be wrong.
3 - Guruship: +2 Production if city has a Specialist
Not terrible, but my specialist focused cities don't need much production. If they suddenly
did, I probably have the gold to buy buildings with engineer slots and move specialists around.

Pretty late to get a belief that runs out of usefulness so early.

Synergizes with the Hermitage so well.
3 - Religious Center: Temples provide +2 Happiness in cities with 5 followers
Meh. I could see a few situations where I might consider it.
5 - Religious Community: +1% Production for each follower (max +15%)
Nothing beats this belief in a tall empire.
3 - Swords into Plowshares: 15% faster Growth rate for city if not at war
Maybe it is just me, but spreading this belief to foreign cities seems to help keep me at peace.
I could be wrong.
