Does the AI get any boosts and benefits...

Short answer: yes.

Long answer: to find out which, look into XML\GameInfo\CIV4HandicapInfos.xml.

However, the AI receives a 10% unit production malus on Monarch.

Thanks. So Viceroy is the difficulty where the AI doesn't receive any benefits (according to the in-game description)?

EDIT: Oh wait according to the XML the AI does get boosts in viceroy. So there's no way to play the game where the AI doesn't get any perks/benefits?

On Viceroy it also receives some maluses, however. Heck, it even receives a single malus at Monarch!

Hmm okay then what is the difficulty and speed most players of the mod play on? I'm assuming it's Monarch/Normal?

Bigger question: Is the AI itself dumber on lower difficulties?
Nope.

Because its stupidity is balanced out by higher unit production and so on.

Heck, it even receives a single malus at Monarch!

It does? What's the malus?

Eh?
Constantinople can't be razed, it's the Greek-Catholic Holy City.
Or has this been changed?

It's not necessarily the Holy City in 3000BC. I love it when Aksum is the Orthodox Holy City, haha, unfortunately AI Ethiopia almost always collapses into nothingness.

I forget some (most?) people roll 3000 BC games for later Civs.
Heh, Ethiopia. Most of the time even all their cities get razed and they never even respawn.

It does? What's the malus?
Its units hammer cost is 110% of the human. I usually change it to 90 or 85.

And it's 100% on Emperor. So Leo's comment about "higher unit production" is a bit misleading ;)

Oh, and I forgot another malus - on every level, it's harder for the AI to fight barbarians (AI receive combat maluses vs. barbs). I usually increase the maluses to "compensate" early civs for easier unit production and no plague.

Higher than on Monarch ;)

Higher then RFC monarch the human and the AI are equal in regards to unit production - that's what 100% means!
