Seriously how am I supposed to get incorperated cities. I'm playing as China it's 1100 AD I got currency really early on, and got all the necessary recourses, still no Silk Road. Am I supposed to settle cities at special places or something?
 
The silk road only spreads to historically accurate locations. You'll need cities in Central Asia, do you have any?
 
Nope and nor will I be able to get any. I've already 9 cities. I had to complete the acedemy and pandegon challenge so that required 8 cities, and I conquered the capital of Tibet since they were a one city civ and their borders posed problems. I can't pull of a 10th city financially, stability wise nor millitary wise. It'll be a though race against time to get the historical victory goals, and I'll have to prepare against the coming Mongol invasion.
 
The likely way to get Silk Road is by capturing Dunhuang, but it flips to the Mongols so it's not a good idea.
It's also a better idea to leave Tibet alone, because their land is unsubstantial.
But if you're at nine cities, what's your city setup? Do you have a screenshot?
