Repair Improvements

Features:
Feature from Civ V
Allows Workers to repair destroyed improvements at Cost 200, generally much lower than rebuilding from scratch.



The +10 Yields is just to "bluff" AI to set repair as a priority since it is better to repair than rebuilding.

Restrictions:
1) Cannot repair downgradable improvements (Hamlets, Village, Town)
2) Cannot repair when Fallout present
 
Yeah, uses plot script data.
The actual code itself is less than 10 lines, but it requires canBuild callback to allow Repair only when there is something to repair, as well as unable to build the destroyed improvement when you can repair it.

Actually I was more interested in making GP only improvements like Civ V but it will be pointless if they can be destroyed so implement repair ability first
