Oh, God, it's back!

Why, yes, it is! Once again, I will turn you loose into a blank world, where you'll be off to either build a utopia, or crush the souls of the poor beneath your heel. Or whatever it is you try to do.

As in the original, you begin as either the head of an organization, or, after at least two have been established, you can ask the head to join an existing one. Much like monopolies, OP groups will be forcibly broken up. For extra fun, you can do that yourselves, once the game starts!

This game is basically RP, with my fun RNG paving the way. While I request that you keep it lighthearted - this game is not intended to be taken entirely seriously, and you're only ruining everyone's fun if you try - I will request that we restrain ourselves to the rules of the natural world. No Bowser, no aliens, and no communist lion riders (sorry, Mosher).

All facets of this game must comply with the IOT Constitution, and violations will not be tolerated.

You get $100,000 and a house to join with. Your house, and any other buildings you construct, must be placed on the map, with a distinct color for yourself, and a unique letter code for each building - these should be keyed into the bottom right blank spot on the map. Normal buildings cost $20,000, any other actions and/or more elaborate construction projects must be run by me for a cost estimate. The more details you give me, the easier it is for me to work.

And, finally, unlike last time, this game will start with a ruling council. If you don't want to be a part, let me know in your sign-up; I will determine the initial council via random selection. The ruling council will determine... well, pretty much everything. Taxes, public institutions, laws, how to pick a leader.

First Metro Bank Description:

A bank. Pure and simple. Hands out loans to players who request them, pending approval of course. Interest rates to be determined. The first piece in Ogilvie's grand plan to uplift the poor; giving a fish versus teaching how to fish.

Yourself: Maurice Ogilvie

Maurice Ogilvie was born in the slums of Metro on June 23, 1971. His father dying in the crossfire of a gang shooting when he was only 14, the boy grew up having to support his family. Through hard work, dedication, and a fair bit of luck, he was able to work his way up the ladder of his local retailers' ranks, steadily accumulating funds from within the managerial circles.

Now 41, he is still in his prime, and has finally amassed a sizeable sum due to working long hours and making tough choices. Bidding farewell to his working comrades of many years, he has left his employment of well over two decades to form his own business.

Ogilvie's personality is described as determined and stubborn with a good dose of diligence and a strong sense of justice. He is also financially savvy, having accumulated his initial wealth through miserly behavior; this was a necessary evil if he was to ever be able to uplift his fellow workers, he reasons.

Standing at but 5'11'' and very lanky, he is hardly physically imposing; a fairly constant smile and cheery demeanor is said to give him a sense of fatherly warmth, and helps put people at ease in his presence. His eyes, heterochromic with one eye blue and one eye green, immediately draw people's attention, helping him in his ability to keep people's interest. Refusing to let money change him, he usually prefers clothes that look nice and professional, but not too upper class or posh.

Your organization: Igel Corp

Igel Corporation is the result of many years of blood, sweat and tears. Ogilvie had immense difficulty founding it with the lack of any startup capital from existing businesses or from family and friends. One of the stated goals of the business is to make sure that any child with a dream can succeed through hard work and adequate resources.

The company is almost entirely composed of the First Metro Bank, in light of Ogilvie's desire to make sure no one ever has the same credit problems he had to deal with. The Bank operates much like any ordinary financial institution with approval and rejection of loan requests, but has established a reputation of preferring loans that will mass employ those in poverty.

Igel Corporation as a whole states that it is a business solely so it has the ability to expand and help other people; the ultimate goal is to one day use the derivative dollars of all profits to benefit society's most needy.

Politically, Igel Corporation walks a delicate path, not wanting to risk losing business, and instead advocating abstract principles of charity and expanding consumption rather than any actual political party or ideology.

The company has repeatedly stated that it reserves the right to decide who it employs based on economic background; those who are less fortunate are known to have a far greater rate of finding work in Ogilvie's businesses.
 
The Metro Soviet

Following the collapse of the government in Metro Nikolay Pasternak and his followers, the New Mensheviks, established a soviet in Little Moscow.

So, buildings can be any size? What size plot does 20,000 get?

Blackwater Police- First Metro Station
A for-profit police force contracted by the Metro to keep law and order.

Miguel "The Spaniard" Flores
Flores is the city-appointed Police Commissioner of the BPFM. He struggles to keep control over his contracted officers, but manages to balance the demands of the government and the realities of the department using cunning and a Harvard education.

Flores Apartment Complex
Apartments owned and operated by Miranda Flores, the wife of Miguel. Some say he married her for her money, some say for her beauty, but all can agree it was not for her intelligence. She is the daughter of an apartment mogul, and has the brains of one of her father's gold watches. Miguel tries to make all the decisions in the house as a result, though he has to deal with Miranda's occasional reckless shopping sprees and meltdowns.

University of Metro (UoM)

What it is: A good university

Myself: Dean Stephen Mogadishu, an extremely intelligent History graduate and Doctor of Philosophy who managed to become dean at the age of 43. He has a lot of experience in this university and has written many, many books, principally about World War II in the Far East, but he has also touched current political issues, and has a lot of knowledge about this. His main objectives are to increase funds for his university to keep expanding and educating more students from the Metro and surrounding regions.

WIM, you don't have enough money left to actually run the school if you do all of that right now - I'd advise slowing down a bit.

Since I assume you're going to want spare money, when you fix your map, please take the most recent version.
 
Communazi Cult of Hiiaka

Leader: His Polishness, Grand High Vizier Andrzejek Ryszard- An overambitious, autocratic despot by night, a gentle philanthropist by day.

Joining the Metro Soviet as the commander of the Tibetan Mastiff Cavalry
 
Organisation: the Green Knight Syndicate, a criminal organisation that goes from hiring pick pockets to get cameras and credit cards to organising money laundering to organising bank robberies to organising the stealing of priceless art to the selling of drugs to the setting of a brothel to running the resting place that is Hotel Victoria to assassination to bribing public officials. They run their own gambling and set interests.

Boss: Curtis Roscoe, a gangster and businessman with cosmopolitan interests and a love of his job. Dressed in fine clothing (especially in his decorated waistcoats) these hide a ruthless criminal with desires to corrupt, intimidate or even destroy those who stand in the way of his… business.

Structures: HV=Hotel Victoria, a tower of rest for those on holiday. True purpose is as the HQ of the Green Knights, where Roscoe organises what to do in the day to day business. The ground to first floors consists of legal restaurants and welcoming facilities. The rest of the hotel appears to be of natural hotel stuff like rooms to sleep in to conference room for businessmen to even a swimming pool. There is a gambling hall in the basement. The second basement floor is the setting of a brothel, money laundering facilities are located in random places secretly across the hotel, some of the business conference rooms are rented by people on wanted lists, a bar on the 6th floor has a secret drug den with special drugged drinks such as teas and milk (the later the favourite of teenage criminals up with the latest fashion), a secret office for assassins is located in the pre-ultimate level and rumours has it that Curtis keeps stolen art in secret large “closet” in a unknown hotel room. Not separating home from work Curtis Roscoe has his family and himself live in a apartment section of the tower set out in his own floor (the highest) to himself. The entry to the apartment leads to a bar area set for alcohol to opium tea, guests given the honour of being served by Curtis Roscoe himself.
