Because that is what the Nationalist Chinese army wore during WW2. They also had a light brown uniform.

I found out how to create a units 32 using my old method of turning off anti-aliasing in the new Poser, so I've added a units 32 to the file as of now. The new file with the units 32 has "v2" at the end of the file name.

No Civ color. This was made with EJs WWII Pacific mod in mind. I don't believe EJ uses civ color.

Yes the main color of Nationalist Chinese army, even until 1949. Some elite troops had straw yellow color.

I thought it might be the Japanese Special Landing force (marines) but the helmets looked British and the Japanese used the French Adrian helmet so I wanted more information.

It was Japanese early helmet, not British Tommy helmet. And as you say it look like French Adrian helmet. I think maybe the angle of view throws you into confusion.

I've been converting your WWII sprites for the game 'Darkest Hour' (a fan produced version of Paradox's 'Hearts of Iron 2'), so I was especially pleased to see that there were no Civ colours on this one - what a bonus!
Here's what the Chinese rifleman looks like in combat with your Japanese rifleman in 1939:
