This game is lacking a very important and critical civilization, the Principality of Sealand!

Of course it will require a new mechanic to add. The civilization's city must be on top of an off-shore platform. It will be worth the time to add that though.
It historically spawned in September of 1967.
The three UHV's should be as followed:
1. Survive until 2010 as a sovereign nation
2. Gain control of a tile of British land by 2020
3. Become friendly with 5 other nations by 2020
The UB should be the Pirate Radio Station (Broadcast Tower that gives -1 happiness to the nearest city of another civilization.)
The UU should be the Speedboater (Spy with the ability to move on coastal water.)
