Steps to replicate.

1) Use Merchant of Venice to puppet city state or go to conquered puppet.
2) Go to Strategic Mode.
3) Zoom all the way out.
4) Press on puppeted city state.
5) Game will ask you to annex, leave as puppet, or view city.

Note: This will not work if zoomed in far enough to see the normal city bar.

Yep, just replicated this with the save file provided in the other Venice annex bug report thread.

Apologies for the small picture.

Although clicking on cities in the normal view just opens the screen and lets you purchase stuff, clicking on them in Strategic View lets you choose to annex them, and yeah, this works just fine. If performed on a city-state you purchased with a Merchant of Venice, it doesn't need a Courthouse and immediately becomes a non-occupied city.

Another way: if a city is captured and annexed (such as to raze it) and you recapture it, you'll take it back as a full city, not a puppet.

That's...odd. Not that there are bugs regarding Venice, as it's a drastic change to the fundamental game rules, but that these bugs weren't caught. Didn't MadDjinn say that Venice was his favorite civ to play as? I could almost accept that the guys at Firaxis missed these bugs, but not MadDjinn. :crazyeye:

I mostly use it to see tile ranges of cities better, as well as roads.

I could have played the game forever without noticing this bug. I hate the strategic view.

You can turn hexes on on the main map if you want to count tiles.
