Thanks to everyone who voted for the Ancient/Classical Wonders and Medieval/Renaissance Wonders (if you haven't you can still go offer your opinion and I'll update the tally). Now we move on to the Industrial/Modern/Atomic/Information Wonders.

Credit to kaspergm for the format from his rate the beliefs topics. Now let's rate the world wonders. Adding a numerical value to things helps new players (and experienced players) decide how to prioritise their game and I think doing this for several aspects of the gameplay will provide useful resources for this forum. The goal will be to do this for other aspects of the game as well and then make a nice big topic which has the results of all these topics in as a handy reference for new players.

I'd ask you to put your vote before the name of each belief, like this:
5 - Great Library: 1 Free Technology and provides a free Library in the city which it was built. Contains 2 slots for great works of writing.

Since there are many more wonders than beliefs, I have expanded the voting range from 0 to 10 where 5 is average. Give votes between 0 and 10, where 0 is worst and 10 is best, like this:

10 = Pretty much required for any game
9 = Excellent
8 = Extremely good
7 = Very good
6 = Above par
5 = Average
4 = Below par
3 = Poor
2 = Very Poor
1 = Worse than useless
0 = Never build ever.

When voting, take into account both the strength of the wonder, its cost to build and how situational it is in its applicability. To give an example of this, a wonder like Petra is very strong but also very specific (and therefore not universal), in that if you don't have any Desert near your starting location, it's going to be quite worthless. Also of course, how well it suites your playing style or personal likes or dislikes also should influence your vote. Also keep in mind that something useful for a cultural victory might not be as useful for a domination victory. How you weight the different things is subjective obviously. I'll try to make some statistics when people have put in some votes to see how things distribute. Here are the list of wonders:

6 A decent wonder with the exp allowing for some nice unit production tacked on with other buildings - Brandenburg Gate: A Great General appears near the Capital and +15 experience for all new units built in this city
6 A nice early tourism wonder that can be helpful for cultural games or just for storing junk from conquests - Louvre (requires Exploration): 1 free Great Artist appears near the City where the Wonder was built. Contains 4 slots for great works of art


Modern Era:

6 [For Culture Games its a nice wonder and since you can't get theming bonuses without wonders for music/writing, its better than your average culture wonder too] - Broadway: 1 free Great Musician appears near the City where the Wonder was built. Contains 3 slots for great works of music.
4 [With Culture policy costs quite reduced and it being relatively late imo its gotten weaker] - Cristo Redentor: Culture cost of adopting new Policies reduced by 10%
8 [Half of Notre Dame Happiness + 12 tourism which can be modified by things like the world religion for even more. You don't want a high tourism civ getting this and you want this yourself] - Eiffel Tower: +5 Happiness, +1 Culture, and +12 Tourism
5 [Yet to try it yet, but requires you to go down the tank line for maximum use. Doesn't synergize well without lightning warfare and tanks take up oil vital for your bombers, the free policy is the redeeming feature] - Kremlin (requires Order): 50% Production when constructing Armor units and 1 free Social Policy
4 [Its not terrible but the gold comes way too late, you don't really want to be building castles to begin with and generally its in a mediocre tech path] - Neuschwanstein Castle : +3 Gold, +2 Culture, +1 Happiness per Castle. Must be built within 2 tiles of a mountain inside your territory
8] [Provides potential for some nice happiness but normally playing to maximize with autocracy you won't have as many policies as other civs and a free policy] - Prora (requires Autocracy): +2 Happiness and +1 Happiness for every 2 social policies. 1 free Social Policy. 9 [With the boosts to specialists in freedom and an additional policy this is an incredibly powerful wonder. Atomic Era:

1- [A late wonder too late and pretty useless in singelplayer. On high levels the AI will have built every anti spy building already and on low levels the player will already be so ahead that there is no need for it] - Great Firewall : 99.9% reduction in technology theft in the city it is built and 25% reduction in technology theft in all other cities. Negates Tourism bonus against your civilisation from other civilizations discovering The Internet.
2 -Too late as by now most players will have already fully upgraded and don't need the cash savings - Pentagon: Gold cost of upgrading military units reduced by 33%
5 Less useful with the new culture victory. Culture victories could be won before without Sydney and now they can do so even earlier without it - Sydney Opera House: 1 Free Social Policy and +50% Culture in the city. 2 slots for great works of music. Must be built in coastal city.


Information Era:

5 Comes too late although the additional happiness is nice. Not a bad wonder, just too late - CN Tower : Free Broadcast Tower in every city and +1 Population and Happiness per city
8] - Slight nerf as you can now buy spaceship parts, but the free great scientists are still very nice - Hubble Space Telescope : 2 free Great Scientists appear near the City where the Wonder was built. 6 Certainly a nice wonder, but its late, takes a lot more production if you want to be sure to get it on higher levels and ultimately requires resolutions and much more patience to pass - International Space Station (World Congress): +1 science from engineers, +1 production from scientists. 8 - Big Ben (requires Commerce): I love doing this + the Commerce tree = 40% discount.
5 - Brandenburg Gate: Yeah, this is good, but not necessary, unless I really want to warmonger or something like that.
6 - Louvre (requires Exploration): Great for Cultural Victory, not so much for everything else.


Modern Era:

3 - Broadway: Good for Cultural Victory, but I always feel like I'm unable to get their theming bonus.
3 - Cristo Redentor: Now it matters a bit more with the Ideologies. Still, quite late and unnecessary.
7 - Eiffel Tower: Good! The happiness is useful and the Tourism can help you keep up with some major cultural players.
3 - Kremlin (requires Order): Yeah, I see how this could be good, but this is the worst Ideology wonder, unfortunately.
8 - Neuschwanstein Castle : Love this one. Get some 1-turn castles and baam, :c5happy: :c5culture: :c5gold:
8 - Prora (requires Autocracy): This is one of my favorites! Unfortunately, it is tied to Autocracy, and I usually lean towards Order. Will try it on my next game
10 - Statue of Liberty (requires Freedom): Amazing for tall empires, great wonder.



Atomic Era:

5 - Great Firewall : The game's usually over by then, but it could be useful.
1 - Pentagon: This one's kind of.. useless.
5 - Sydney Opera House: Cool... usually tend to rush it before I win the game, just for the sake of increasing the score. I like the free policy, but this comes waaaay too late.


Information Era:

2 - CN Tower : Yeah, this one's the score booster. So, you mean to tell me you have ~8turns of pressing Next Turn? Here, get some score for your hall of fame because of the increased population.
9 - Hubble Space Telescope : AWEEESOM! Love the Hubble, love science victory!
3 - International Space Station (World Congress): I'd love it a lot, IF diplo came a bit later. Come on. You get to information era, the WC starts voting for the leader and this has to wait 10 useless turns. Sigh. When you finally built it, you either finished the spaceship or became the World Leader.

At this point, most of the wonders help improve very specific areas. So each one is dependent on the victory you are playing for. This makes it a little harder to rate. Anyways, here are my ratings:

Industrial Era:

7 - Big Ben (requires Commerce): Great wonder to boost the purchasing power of your gold.
4 - Brandenburg Gate: Nice for the extra experience. Not needed though. The great general usually ends up taking up space.
7 - Louvre (requires Exploration): Provides a lot of culture, tourism, extra space for your art/artifacts.


Modern Era:

7 - Broadway: Similar to Louvre. Provides a bonus for Great Music. Good for CV.
4 - Cristo Redentor: The decrease in culture costs is nice. Since filling policies isn't needed for culture victory, this got nerfed. This should get buffed a little in the next patch.
8 - Eiffel Tower: Good happiness boost. Huge amounts of tourism for added pressure on other civs.
7 - Kremlin (requires Order): Very situational wonder (I think this is probably the worst when compared to Prora and Statue of Liberty). However, 50% production cost decrease for armored units is huge.
10 - Neuschwanstein Castle : The best late game wonder you can get. All that gold, happiness, and culture is too good to pass up.
7 - Prora (requires Autocracy): Extra happiness is always good.
9 - Statue of Liberty (requires Freedom): I love this wonder for all occasions.



Atomic Era:

7 - Great Firewall : I haven't gotten to this point in my games where the firewall matters. I guess this is considered a happiness wonder, since it prevents negative happiness from ideology pressure. Could be very powerful to build this.
7 - Pentagon: Saves lots of money. Gives you an advanced military.
9 - Sydney Opera House: Lots of culture and extra policy. Always a good thing.


Information Era:

8 - CN Tower : Lots of great benefits. Very powerful.
7 - Hubble Space Telescope : Great for finishing science victory a little faster.
6 - International Space Station (World Congress): Good, but seems like it usually comes too late in the game. Could be powerful when combined with Statue of Liberty.

Big Ben plus any economic-centric civ is absolutely bonkers; every civ can benefit from it though and most people don't mind opening Commerce. The Gate is a nice bump for warmongers. Lourve's theming bonus is very demanding and I think the effort is not worth the results.

6 - Neuschwanstein Castle : +3 Gold, +2 Culture, +1 Happiness per Castle. Must be built within 2 tiles of a mountain inside your territory
9 - Prora (requires Autocracy): +2 Happiness and +1 Happiness for every 2 social policies. 1 free Social Policy. Must be built in coastal city.
10 - Statue of Liberty (requires Freedom): +1 Production from Specialists in every city and provides 1 free Social Policy

Broadway is a solid cultural wonder but you may have to delay your science progression so you can get that third musician for the theming bonus. Social policies are much cheaper so Cristo is significantly less powerful. Eiffel Tower provides happiness and a good chunk of tourism that can be multiplied, very powerful. Kremlin has a free SP but the bonus production is a mediocre bonus. The Castle is a wonder that is usually ignored by the AI and if you can meet the requirements, it's a nice little bonus but not gamebreaking. Autocracy is probably the weakest out of all the Ideologies but Prora makes up for a lot it; so much happiness it could enable a warmonger or a wave of expansion. Lady Liberty makes your specialist city into a production beast and add a free SP on top.



Atomic Era:

The Great Firewall is kinda useless as anti-spy buildings and parking a spy in your capital is usually good enough; though, it might be useful to prevent an AI culture victory. Pentagon helps warmongers save a good chunk of money. Opera House is a must for culture victories as the theming bonus is much more attainable than Broadway.

Information Era:

3 - CN Tower : Free Broadcast Tower in every city and +1 Population and Happiness per city
7 - Hubble Space Telescope : 2 free Great Scientists appear near the City where the Wonder was built. Provides a free Spaceship Factory in the city in which it is built. +25% Production when building Spaceship Parts

CN Tower comes in a little too late. Hubble Space Telescope is still great for science victories. ISS provides that nice science boost when popping GSes, great for that final tech push; the specialist bonus is okay, nothing too exciting.

Industrial Era:

7 - Big Ben (requires Commerce): Comes early enough to stack up, applies to buildings AND units. Comes at a nice time when players may be hard buying lots of Artillery, Science buildings, and Factories. Would be rated higher if it wasn't attached to Commerce, an abomination of a tree that pales to Aesthetics, Rationalism, Patronage, and even Exploration.
6 - Brandenburg Gate: I am a big fan of +15 EXP buildings. Sort of biased. An average wonder.
7 - Louvre (requires Exploration): Provides a great artist, arguably the most useful Great Art Major to players seeking non-cultural victories. Also a very good, desirable wonder of cultural players.


Modern Era:

5 - Broadway: GREAT for cultural victory, horrible for other players.
3 - Cristo Redentor: Like the other members said, this simply comes too late. Could save you 1-3 turns on your last 3-6 endgame policies.
9 - Eiffel Tower: +5 Happiness, +1 Culture, +12 Tourism for NOTHING! No Great Works, no Artifacts, just immediate reward. The +5 Happiness makes it great for everyone, and taking +12 Tourism can make even the most uncultured swine somewhat presentable.
4 - Kremlin (requires Order): The worst Ideology wonder. Nothing wrong with Armor units, but generally unless you are already ahead or Russia/Arabia you want to save your sparse Oil for at least a handful of airplanes.
7 - Neuschwanstein Castle : Absolutely amazing for wide empires.
8 - Prora (requires Autocracy): At least +7 Happiness. More like 10.
7 - Statue of Liberty (requires Freedom): Every developed city gets a free Mine tile, maybe a little more.



Atomic Era:

2 - Great Firewall : Only useful in Multiplayer, and that usefulness is worded nicely so the Great Firewall doesn't get its feelings hurt. By this time, any upper half AI would already be 40+ turns to steal from, and you are already sending your spies to CSs or converting to Diplomats. Multiplayer though, sometimes people neglect the anti-spy buildings and you can get away with a good deal of Tech Stealing. The effects this would have on a MP game would be unnoticeable.
6 - Pentagon: A decently strong wonder, 33% is nothing to scoff at this point in the game stage where people are paying to upgrade their paratroopers and tanks and infantry to the final tier. Only useful if this tech and wonder are built first before upgrades begin.
2 - Sydney Opera House: Awful. Gives a free policy, 50% culture in one city (so that ends up being around a 15-30 culture bonus), and uses Music slots. Any competitive cultural player is using Great Musicians for Tourism bombs at this stage of the game.


Information Era:

7 - CN Tower : Deceptively strong. Most bang for its buck for non-cultural players looking for that extra buffer to prevent the enemy cultural victory. Great for wide empires as well.
9 - Hubble Space Telescope : 2 free great scientists alone make this wonder extremely worth building for any victory condition due to important upgrades and techs in this era. The spaceship effect halves production vs regular cities.
1 - International Space Station (World Congress): Didn't even know this existed LOL
 
8 - Big Ben (requires Commerce): One of the last really game-changing wonders. Helps turn a mid-game economic powerhouse into a late-game military powerhouse.
6 - Brandenburg Gate: Totally unnecessary, but it certainly makes late-game warmongering smoother.
7 - Louvre (requires Exploration): The best of the Great Work-holding Wonders. Obviously important for a Cultural win, generally worth building for anybody.

6 - Broadway: It is what it is. Build it for Cultural games.
4 - Cristo Redentor: Now that a Cultural win doesn't require squeezing everything possible out of your culture, Cristo Redentor looks much less appealing. I still end up building it, though, just because I get to Plastics before any of the AI do.
9 - Eiffel Tower: A nice chunk of happiness and a whole pile of Tourism, at a tech you'll pass through relatively early in any peaceful game. A no-brainer.
4 - Kremlin (requires Order): Haven't tried it, looks decent. Tanks aren't especially important, though.
5 - Neuschwanstein Castle: If you can build it, go for it. More happiness and culture is never a bad thing.
7 - Prora (requires Autocracy): With more social policies than ever floating around, and less happiness, this is even better than the old Eiffel Tower. I still think it's a terrible choice of Wonder, though.
7 - Statue of Liberty (requires Freedom): Still excellent; obviously pairs well with a tall, specialized empire.

1 - Great Firewall: At this point in the game, it hardly makes a difference.
2 - Pentagon: Also comes way too late. By the time you build it, you probably have piles of money and nothing to upgrade.
4 - Sydney Opera House: Like Cristo Redentor, seriously diminished by the change to Cultural victory. Still might as well build it, though. Why not get a free policy?

7 - CN Tower: The free Broadcast Towers and bonus population are especially sweet in a wide empire where you haven't been keeping up with culture buildings. Not a terrible choice for a tall empire either, though.
7 - Hubble Space Telescope: A crucial push towards the Science victory, not especially important otherwise.
7 - International Space Station (World Congress): Basically the same deal as Hubble. The bonus to GS bulbing is sweet.

It's interesting, after having done this with the Medieval/Renaissance Wonders in particular, to see, on the one hand, how unimportant a lot of these Wonders are—or how, at the very least, they're relevant to only one victory type—and, on the other hand, how easy it is to get them. You obviously can't get the different ideology Wonders, and it'd be tricky to get all three Industrial Wonders in the same game at a high difficulty, but on Immortal, you can easily snap up all the others.
 
Keep those ratings coming in, we've nearly finished the wonders.

I guess we can work on Social Policies next.

6 - Louvre (requires Exploration): 1 free Great Artist appears near the City where the Wonder was built. Contains 4 slots for great works of art - requires some work to become good, but it's okay and getting it isn't impossible.

6 - Cristo Redentor: Culture cost of adopting new Policies reduced by 10%. - SP's are already easier to get than GNK if you get GWAM Guilds. Comes too late to be very useful.

10 - Eiffel Tower: +5 Happiness, +1 Culture, and +12 Tourism - just a great wonder giving everything.

5 - Kremlin (requires Order): 50% Production when constructing Armor units and 1 free Social Policy. - worst Ideology wonder. Also almost every AI prefers Order. Still, free Social Policy...

9 - Neuschwanstein Castle : +3 Gold, +2 Culture, +1 Happiness per Castle. Must be built within 2 tiles of a mountain inside your territory - happiness? Gold? Culture? This one contains it all, and on a building that's very easy to build so late in the game.

7 - Prora (requires Autocracy): +2 Happiness and +1 Happiness for every 2 social policies. 1 free Social Policy. Must be built in coastal city. - just a great wonder and possibly the best ideology wonder, but since it forces you to get Autocracy (which doesn't have as many good ideologies as the others) and no AI takes Autocracy often, I decided to rate it harshly.

9 - Statue of Liberty (requires Freedom): +1 Production from Specialists in every city and provides 1 free Social Policy - great wonder. Freedom is also good, and seems to be taken way more than Autocracy.



Atomic Era:

9 - Sydney Opera House: 1 Free Social Policy and +50% Culture in the city. 2 slots for great works of music. Must be built in coastal city. - +50% culture shouldn't be underrated, because if your capital got some wonders/great art combinations, it's going to enhance your play a lot.

8 - CN Tower : Free Broadcast Tower in every city and +1 Population and Happiness per city - it's a good wonder, but a bit late. Still free Broadcast tower is a powerful thin.

9 - Hubble Space Telescope : 2 free Great Scientists appear near the City where the Wonder was built. Provides a free Spaceship Factory in the city in which it is built. +25% Production when building Spaceship Parts - a good one, very good one.

6 - International Space Station (World Congress): +1 science from engineers, +1 production from scientists. Great scientists give +33% science when used to discover new technology.
 
8 - Big Ben (requires Commerce): Commerce+order= super cheap buildings. One of my favorites
5 - Brandenburg Gate: Would rate higher if it wasn't attached to cavalry (not something I usually rush to grab but its a pretty good bonus and I like the GG
7 - Louvre (requires Exploration): One of the better theming bonuses to get and a good for a cultural victory (also free golden age isn't bad for other victory types).

Modern Era:

3 - Broadway: Very hard to theme musician is nice tho fo cultual victories.
4- Cristo Redentor: It's nice and usually pretty easy to get against the AI's but it isn't anything I'd prioritize
8 - Eiffel Tower: One of the best wonders for cultural victory and helps out with happiness when you need it.
4 - Kremlin (requires Order): Free social policy is nice, but armored production isn't that important (I usually don't build more than 3 tanks)
8 - Neuschwanstein Castle : Its pretty great for puppet empires and solid for any wide empires combines well with order/autocracy happiness increases
9 - Prora (requires Autocracy): Its a must have if going autocracy.
7 - Statue of Liberty (requires Freedom): Pretty decent production increase and combines well with freedom but by the time it comes I'd rather have money, or science or tourism than hammers.



Atomic Era:

4 - Great Firewall : It's better than it was with the decreased tourism but it still comes to late.
1 - Pentagon: Should at least get you GE or GS points as it is pretty damn useless.
5 - Sydney Opera House: It's nice for when you need a late game happiness boost or start your autocracy war mongering bonus the culture comes too late to have much of an impact tho.


Information Era:

4 -CN Tower : It's fun but it isn't a must have as it comes so late.
9 - Hubble Space Telescope : My must have for science victories makes them so much easier
3 - International Space Station (World Congress): Comes to late for the production and science bonuses to be worth it, 33% extra science from GS is nice but not for such a late game wonder (I usually get enough production to insure silver medal and quit as its much better cost to reward)
 
Can somebody who understands math and SP cost-scaling better than I do math out the relative value of Christo Redentor's -10% culture cost for new policies compares against the Free Policy offered by Statue of Liberty, Sydney Opera House, Prora and Kremlin? I realize that their other effects are all different (+5 culture, +1 Production/specialist, +X Happiness, +1 Culture/+50% Armor Production), but my mathematically weaksauce hunch is that it takes Christo Redentor a really long time to catch up to the value of one policy, even ignoring the other benefits that the free-policy wonders get you, plus SoL and Prora have really good static effects on top of that. (The Ideology wonders are also somewhat cheaper hammerwise than Christo Redentor.)

I don't want to write off CR's +5 culture too lightly; late-game buildings turn that into a bunch of tourism, and it helps you win the influence war, but in terms of policy gain, I feel like the -10% probably takes a while to add up to a free policy.

EDIT: It might also be nice to edit the OP to include the little culture riders from every wonder or none at all; Eiffel Tower's +1 Culture is noted, but not CR's +5.

Say for example you have 8 cities (thats more than I usually play but this is to show the strength of 10% discount for high policy costs) and you get CR around 10 policies in. Lets say since getting CR you obtain an additional 10 policies. How much culture have you saved? About 7100 and considering the next policy is 11,610 it seems like complete crap to me... This also applies to the anesthetics finisher which which also seems like garbage (actually just about all of asthentics isn't very good).
