Iraq

Adds the Iraqi Civilization to the game and removes the Babylonians.
Leader - Saddam Hussein.
Trait - Saddam's Expansionism - Gives 25 culture from kills and 25% Combat Strength vs. City-States.
UU - T-55 Enigma - Modern Armor replacement that starts with Cover 1 and Cover 2.
UB - Statue of Saddam - Replaces Monument. Gives 2 culture plus some experience.
Saddam art, map and Enigma art were made by Kelnahas. Statue of Saddam art made by Davey_Henninger.

There is an error which causes a popup "missing IraqAlphaFlag47.dds" when viewing cultural influences.

It's caused by a typo within XML/GameInfo/Icons.xml:43

I don't see why it has to remove the Babylonians though.
