Has the city limit of planes been reduced?

I don't know if this happened in the latest Firaxis patch, or I just didn't notice before but has the number of planes each city can station been set at only one?

I was just setting up to take on Delhi when all the bombers I built would'n't move to the nearest city to Delhi. Very annoying.

6 according to the patch notes, increasing to 10 with the airport. Shouldn't be just 1.
