I'm adapting the elections mod from ROM:AND and Total war for an elections mod. I was have added some AI code and other code and was hoping people could test it out and tell me what they think. I'm not sure if it changes leaders if you lose the election. Maybe if I add more leaders.

It is in ROM:AND. Certain civics enable it. Elections are held at an interval in globaldefines.xml. A competing leader is chosen at random and there is an election. Results are determined by how good you are doing. You can even choose to change civic and make yourself king instead of an election or rig the election or delay the election. If you lose the leaderhead switches. I'm just not sure it switches properly.
