But even at its birth, Rome can already feel the winds of revolution that threaten to cause its demise. Nearby Athens has begun to consider philosophy. The wisdom it studies has encouraged Rome to form a republic and an empire, but will allow the many tribes of Europe and beyond to create societies of their own, forming civilizations that may eventually challenge Rome itself.

To save itself, Rome can not attempt to conquer other peoples before they discover their identity. Once these nations form, they will fight for self-determination with a passion even Rome can not hope to quell. The only path to domination is to wait patiently for history to take its course, letting other civilizations rise briefly before falling to Rome's empire.

Rome is ruled by a viceroy with little skill and poor knowledge Yet the sovereign is humble enough to surround himself with wise advisers, whose recommendations he will unfailingly consider. He will inform the experts when important events befall the empire, and may request counsel before making decisions of significance. A meeting may be held every two centuries at first, and more often as history progresses at its normal speed.
 
Rome has been founded. Some citizens have spread out to the far reaches of the Italian peninsula, intent on claiming the region for Rome. Nearby are the Greek and Carthaginian city-states.

All at the dance of those voyaging writers, who place with the lives of trillions for the purposes of their game.

This is Civfanatics. Only The the strong will flourish under its members iron rule and titanium fists. The weak will be perished, the strong ganged on, the cunning survive.

The neighboring nations of Greece, Carthage, Egypt, and Persia have each given Rome a secret: archery, horseback riding, agriculture, and monarchy respectively. While they all demanded a steep price, the result is a Rome fluent in almost every technology known by mankind.

Meanwhile, the Italian peninsula has been united.

It is not yet time for Rome to conquer the world, but Greece - the source of its future troubles - must be dealt with at once. Sparta is annexed. Athens, close enough to Anatolia to be at risk of rebelling against Rome, is razed to the ground.

Did you get both techs off of goody huts? If so, you are extremely lucky.

Also, why did you keep Sparta and burn Athens, not the other way around?

The Turkish peoples are currently dwelling far to the East. But they do not intend to stay put. Rather, some will travel west until Anatolia, where they will form an empire capable of dominating the entire Middle East. When the Ottoman Empire begins its ascent, it will take the Southeast Balkans without shooting an arrow. Rome does not let its cities survive if they may one day rebel.
 
Wait, now I see the message on the map (it's very small). Dang, getting two free techs is quite something.

Athens doesn't flip to the Turks unless it can't flip any cities in its normal flip zone, and killing the Turks on spawn is much easier than losing a strong city. I think all of Greece flips as a matter of fact if Turkey can't flip any Turkish cities.

Neither Sparta nor Athens had developed any form of infrastructure. While Athens may be closer to some supplies of food, Sparta is not very poor either. Further, Sparta better allows for another Balkan city to be founded, should one be necessary.
 
The years have gone by quickly. A few Celtic cities have begun to form in Gaul. Rome has carefully considered its options.

Rome decided to add these cities to its empire, letting them provide some cheap labor to work the land, and people willing to settle where Rome needed them. Some of these people are preparing to explore the earth. The cities are also useful as buffers against the Northern barbarians.

What, no building of Pantheon wonders?

The city of Rome built a large cothon to help it develop its infrastructure, which will in turn serve as an example for the empire's other cities.

A lighthouse was constructed in Vibo Valentia. The largest in the world, it will no doubt attract commercial trade from all corners of the earth, making the Roman Empire the wealthiest of all nations.

Some citizens had wanted other massive building projects. But mere structures of stone and mortar rarely accomplish much more than cultural pride. Technological and social advances oftentimes render past wonders obsolete. If Rome is to avoid being trapped in the past, it must never cease to gaze into the future.

It is not yet time for Rome to take complete control of Europe, but the second largest of the British Isles gives the empire a picturesque island safe from marauding enemies. It was previously populated by a single hut, whose occupants eagerly joined the Roman workforce.

But Qart-Hadasht is defended well, and the nearby Berbers are numerous and want nothing but destruction of the African coast. They refuse to let the land be developed or the resources utilized. There are rumors of Moorish peoples desiring to set up their own government in the region. And with the Vandals, Suebi, and Alans to the north, all of Rome's army must defend the heartland.

Fear not. Rome may be on the defensive now, but when it rises, it will leave no land in peace until it is part of the empire or a pile of ash.

the better question is, why did he settle Ireland?

Rome's empire is now small, and every acre is of benefit to the national economy. Surrounded a moat, Hibernia can focus on commercial success without military worries. Certainly, when all of Europe is under the empire's dominion, the grassy isle will be of no use and may be abandoned.
 
How can you be so lucky with villages? Two techs and a worker in the right place.
