Once these nations form, they will fight for self-determination with a passion even Rome can not hope to quell. The only path to domination is to wait patiently for history to take its course, letting other civilizations rise briefly before falling to Rome's empire.
Rome is ruled by a viceroy with little skill and poor knowledge Yet the sovereign is humble enough to surround himself with wise advisers, whose recommendations he will unfailingly consider. He will inform the experts when important events befall the empire, and may request counsel before making decisions of significance. A meeting may be held every two centuries at first, and more often as history progresses at its normal speed.
