Following massive population booms, the Old World Order decided to start dredging as much land as possible. What followed was a massive rush for the new areas, leading to the Great War of 2100. It is now four hundred years later, and slowly factions are standing up, each motivated differently.
Joining:
Pick 10 contiguous provinces.
Name your nation.
This IOT is not a hyperserious IOT, but not a 5minIOT either. sort of XIV at the start.
Tech level has been set to a post-apocalyptic standard. The most advanced gun that can be made in your nation is breech-loaded and rifled. The most advanced auto weapon you can make is a gatling gun (American Civil War style). Transport is bikes, trucks and Mad Max-esque fuel consumption. Self-made navies go into monitor territory. You can be anything less than these (medieval society? go ahead. Caesar's Legion ripoff? Why not.) , but no more. Please state tech level in your signup.

Economy
Each province produces 1 EP. Nuked provinces produce nothing and can no longer be claimed.

Military
Each army costs 5 EP.
Each navy costs 10 EP.
One navy can carry 2 armies.
To expand, you use your armies. You use up armies for this, partially because I'm lazy and partially because it worked in IOT XVI. you need navies to claim overseas.

Weapons Caches
Weapons Caches are things left from the Old World Order - automatic weapons, rocket launchers, tanks and maybe even a few nukes.
Caches are randomised on turn 1 in such a way that they aren't in player territory at the start. Once a cache is found, it is declared in update. Caches give massive combat bonuses, and also nukes, which can eliminate a province from the game.
Each cache can stock (i.e. give bonuses to) 10 units.

Combat and wars
There are two ways to fight wars - Conventional and Thunderdome.
CONVENTIONAL is your average war.
Combat in conventionals is quantity vs quantity, + 1 for naval support on coasts, +2 for a weapons cache, +? on RP and +? on tech difference.
THUNDERDOME is special.
If there is a dispute between two nations over anything, one can declare Thunderdome. Thunderdome is like a boxing match, with weapons. Each participant nation tells me how their bloke is armed, and then I base the outcome on that, randomised. Naturally they'll have military backgrounds. Thunderdome can effectively end a war in a turn.
