Specialists in BE don't do anything interesting without great people. So what if each one gave a small chance of triggering a quest?

I agree. But I also see no reason why Great People can't be in the game.

Sure, but thematically it's more interesting to get Leonardo DiVinci or Shakespeare as a great person rather than just some guy.
If I can figure out how to do it I might try this.
