CityIOT: Apocalypse Noir
Welcome, one and all, to the latest iteration of CityIOT. We're going to be seeing some changes this time around, but first, the map:

Rather than taking a pre-existing city and taking over it, this time around, players will be forging a new path in the ruins of a 1930s-era world. Technology and the challenges you face will reflect this setting; don't expect jet engines and modern vaccines to come save you this time around.
Secondly, in the largest major change from the earlier games, the game will start with all of the money that will be in it, with the only exceptions coming from the addition of more players. Rather than paying the GM and getting money that way, funds and actions can only be undertaken by negotiations with the other players and the resources you have already established. I do not care how you actually negotiate prices or what they end up being, that's part of your challenge. It shall be assumed that the government is capable of construction of new buildings/facilities if no player ensures they are able to do so, and again, negotiations will then go through the government. You must still send orders to me to approve feasibility.
Lastly, updates will come no more frequently than once every 24 hours. This should be easier on all of us.

1) A character (please include a description and brief backstory)
2) An organization (you may join another player's, but at least one of the founding members of any organization must provide a brief description and backstory)
3) Buildings on the map - Each player gets a home and one other building; each organization gets 3 buildings for the first player and one more for each subsequent member. Each building needs to be clearly identified and described. Keep size reasonable; one player should not be controlling more territory than roughly one of the islands in the bay at game start. To clarify, organization and character buildings are controlled and organized separately.

That's it. Please keep your submissions physically possible and in tune with the setting, but other than that, this is not intended to be an overly serious game. Have fun with it, and try not to torch the entire place this time.
