Require victory condition from COTM115 onwards

This is a poll to decide whether we shall have required victory conditions also in the Conquest of the Month competition, similar to what is already in place in the Play the World Game of the Month competition.

Although I haven't attempted a COTM until now, I'd say that it's doing good without required victory conditions, which in fact many times deters players from attempting games. So No from my side.
