Puppets build wonders !

Hello,

I think puppets city shouldn't be able to build national and world wonders.
Since they block the possibility to build it in another city. And i don't want to wait 101 turns for it :mad:

Or is it really intended ? :confused:

Probably more of a bug than a balance issue. Although in fact, Venice's puppets do build World Wonders you invested in. Not sure if it's intended.
