is recruitment (or conscription) really a technology? technology implies some knowledge that a scoiety has. has someone gone overboard with this?
Conscription was a "technology" used in Civ2.

If you remember, the difference between modern and old armies is that old ones were mercenaries, not honest like an army formed by citizens...
