I hope this has been mentioned in some form or another but search is down and I couldn't check...I think the ability of foresight should be added the AI would attempt to select the most feasable goal depending on its millitary might, its empires size, reasources accumulated, current relations with certain civs, and build something towards that goal...it could have multiple small goals which in turn could result into something of a foriegn policy
example: little France has managed to secure one of the few remaining oil tiles on the planent known to that point. Mighty Egypt neighboring France sees its opurtunity to strike France and gain acsess to the oil for free thus signifacantly boosting its war machines capabilities and solidifing their goal for a supreme army on their continent...but Super Power Britan senses this and reacts with a small goal of its own. To protect little France and its oil and make sure its Super Power status goes un-challanged

If certain elements are added the nations and empires begin to form defining characteristics. This could even further the good/bad isssue many argued for back in pre-C3C
