And, as required by the constitution, but not started for nearly two terms, here is The Assembly thread for turn 3. A little early, but I think this will take some time to discuss.

The Assembly shall consist of the entirety of the citizenry.
The Assembly shall be the legislative body in the government.
 §1. For each term there will be a stickied thread for the Assembly.
     Here all legislative discussions will be held.

I opened this thread because I want to add some laws to our constitution, concerning the elections and the forum organisation.

Here is my suggestion:

[B]A. Elections[/B]
 §1. The nominations to the offices shall start seven (7) turns
     before the end of the current term. The elections shall start
     four (4) turns before the end of the current term and finnish
     as the next term starts.
 §2. The candidate with the most votes wins the election.
 §3. If a poll is tied when it closes a new poll with the tied
     candidates will be required. It shall be open for minimum 24 hours.

[B]B. Forum Duties[/B]
 §1. For each term there shall be a stickied "General Info Thread" with
     information about the government, IRC-channels, Save Game Mailing
     list and so on.
 §2. Post number 2, 3 and 4 should be reserved for the Consul of Internal
     Affairs, Consul of Foreign Affairs and Consul of Military Affairs
     respectively. Each of the Consuls shall keep their posts updated during
     the term with orders, tasks and requests concerning the game.
 §3. The Consuls and Justice of the Court shall open one stickied thread
     each concerning their offices.

Looks good. We better vote this one before the next term begins. Just check the spelling - "finnish" - since Ankka is not CoIA yet. :lol:
 
I'm sure it would be a lanslide victory if we put it to the polls. Speaking of which, I've been meaning to ask... can the Pres/Minister of IA do anything without the will of the people? :confused:

All officials must plan and act according to the will of the people.

From the Constitution. I think to determen if they are or not a poll needs to be posted and if the elected offical goes aginst that then the JotC needs to take action.
 
I see, I see. So it's more a formality at times
 
I think that in the case of someone other than the Minister of Internal Affairs plays the save game there should be some kind of turnchat.
 
I think candidates should earn a clear majority of 51% of the vote or more.

(A side note: this means those abstentions will count for something)

I do not agree. A true democracy means that everyone gets to vote for their first choice. With a run-off poll, those who voted for third- or fourth-place candidates in the first election would be forced to vote for their second choice.

This system would also be unfair to the candidate who won the first election fair and square, even if it was with merely a plurality. After all, that citizen was the first choice of the most citizens that took the time to vote. A lesson to be learned here, perhaps, is to be more careful of the nominations you accept as you may hinder the chances of a candidate that shares your views. Four CoIA candidates last time around was a bit much. ;)

I have a feeling that during the course of this term, one or two of you here will emerge with a clear enough vision to win bipartisan support of the people and render this topic moot. So, who will it be? :D

That is why we have the choise abstin.
 
To ensure that we won't be punished by the game admin some time for being late again sending the save I propose the following clause to be added in our Code of Laws.

Code:
Article X. Turn save procedures
1.  The save should be played as soon as possible in accordance with the UN
    rules concerning the playing of the game
2.  The save should be played by the Internal Affairs Consul
     a.  If the Internal Affairs Consul is unable to play the save he should
         notify the citizenry by posting in the absence thread
     b.  When the Internal Affairs Consul is unable to play, the Deputy Internal
         Affairs Consul will assume all the duties of the Internal Affairs
         Consul
          i. If the Deputy Internal Affairs is not available to play either, 
             the Internal Affairs consul has to right to appoint an ad hoc
             turnplayer
     c.  When the save isn’t played after 14 hours upon arrival, the Deputy 
         Internal Affairs automatically receives all duties of the Internal   
         Affairs Consul, which allows him to play the save
     d.  When the save still isn’t played after 20 hours upon arrival, the 
         responsibility of playing the save shifts to the Defense Consul
3.  The Internal Affairs Consul remains responsible for the save and for 
    implementing the will of the people at any time
 
Everything else is ok, but I think the "Defence Consul" Should be "all other consuls".
