Maybe the Conquests scenario: napoleonic Europe can help. K und K is there as the Habsburg Monarchy...

There are some unique units for Austria as well as a brief description
and maybe the traits could be:
Agricultural and Industruous (they really built alot: Churches, Schools, Roads, Railroads, harbors). Maybe even Militaristic, but i think that they were "just as militaristic" as any other nation at that time.
Unique unit: Hussar, although i would not give attack 7, but rather 6 but with movement 4 (they were light cavalry after all).
Favored government: Monarchy, shunned government: Communism.
Maybe over most time they were monarchy, but now hungary has passed (hated) communism and Austria and Hungary and Croatia chose Republic as form of Government (or Democracy) today? All embraced Facism at certain point, so its not so hated isn't it?
Also you have a bunch of military and scientific leaders to choose from. Even some that the American wrongfully claimed (Nikola Tesla for one).
Another thought for the unique unit: Maybe hussar is the most cute one

but as you might remember Austria-Hungary is famous for another thing. The Turks never got past our lands! So maybe think of some great defensive unit, similar to Templar, maybe attack: 3, defense 6 movement 1 and it can build fortresses as templars can. Units should be available at the same time cavalry is (military tradition).
This could represent the units defending "Vojna Kraina" which stretched all from serbia to southern dalmatia in a form of letter "C" to prevent the turks from invading. AND the hungarian castle-defence system when 2/3 of hungary were occupied by turks.
