I think multiple civ ROP or MMPs would be nice. If one civ backs out, the rest are still in. Therefore, we can have things like NATO.

There should also be an "economic union" where you share resources with a group of civs. For example, if I have oil, germany has iron, and persia has dyes, we form an economic union and everything is automatically shared.

Great idea! Maybe as far as gameplay, once two civs have a MPP, for a third civ to join their MPP, both civs would have to approve entry and then all three would be part of that MPP. That way in the late game there could be world wars of one alliance vs another alliance.
